About this program
The Department of Justice Office of Justice Programs Office of Juvenile Justice and Delinquency Prevention (OJJDP) funds development, implementation, and improvement of emergency planning activities for state, Tribal, county, and local juvenile justice residential facilities under Assistance Listing 16.823, with the most recent grant awards dated October 1, 2024.
The program finances concrete emergency preparedness work at residential facilities housing justice-involved youth. Recent awards support generator and backup power installation to ensure continuity of operations during outages, development of web-based emergency plan templates to reduce planning burden on facilities, training and technical assistance aligned with OJJDP's Emergency Planning for Juvenile Justice Residential Facilities guide, risk assessments and comprehensive emergency operations plans, trauma-informed evacuation and shelter-in-place procedures, and youth and family advisory councils integrated into facility emergency response protocols. Activities prioritize safety and well-being of youth and staff, family engagement during emergencies, operational continuity, and physical plant risk reduction.
The program has distributed $3.3 million in combined federal obligations across 22 awards since 2016. OJJDP accounts for 21 awards totaling $3.2 million; a second Department of Justice office issued one award of $150 thousand. The portfolio is predominantly Project Grants (86 percent, 19 awards) with smaller Block Grant components (14 percent, 3 awards). Award cadence has varied—two awards in 2024, four in 2023, one in 2022, two in 2021, and three in 2020—but recent awards suggest active funding. Individual award magnitudes typically range from $113 thousand to $312 thousand, with recent FY24 project grants at $185 thousand each.
Recent representative awards include a $185 thousand project to develop an open-access web application guiding facilities through customized emergency plan development (October 2024, completion September 2026); a $185 thousand award to Summit Academy for generator purchase and installation addressing power outage preparedness (October 2024, completion September 2026); and a $250 thousand technical assistance award to the Council of Juvenile Justice Administrators providing training and TA to multiple jurisdictions on emergency plan development and youth-family integration (October 2023, completion September 2025).
A FY 2026 opportunity (Solicitation O-OJJDP-2026-172735) is currently open with application deadline November 16, 2026, targeting state, city, county, and Tribal governments. A FY 2025 opportunity closed October 27, 2025. Eligible applicant types have expanded over time; recent solicitations now include nonprofits, small businesses, for-profit organizations, and higher education institutions, though some earlier years restricted eligibility more narrowly to government entities. All recipients and subrecipients must forgo profit or management fees. Environmental impact statements are required, and preapplication coordination and intergovernmental review apply where states have selected the program.
