About this program

The Department of Justice Office of Justice Programs administers the Edward Byrne Memorial Competitive Grant Program (CFDA 16.751), which funds criminal justice system improvement activities including crime prevention and enforcement, prosecutorial and defender services, corrections and probation operations, and prison rape elimination compliance—with the most recent grant award disbursed October 1, 2023.

Program activity has declined sharply. The portfolio spans 709 awards from 2008 through October 2023, but the award cadence dropped from 33 awards annually in 2017–2018 to just one award in 2023. The source flags the program as "pending archive" with zero funding obligated in the past two years, indicating the program is no longer actively receiving new appropriations. Recent award examples include a $1 million cooperative agreement to Beyond Harm (fiscally sponsored by Social and Environmental Entrepreneurs) in New Orleans to operate a survivor-centered domestic violence intervention diverting offenders from incarceration, and multiple cooperative agreements in 2020 supporting Special Assistant U.S. Attorneys under the Project Guardian initiative for violent crime reduction through cross-designated prosecutors working federal firearms enforcement and gang/drug trafficking cases.

The program is predominantly Project Grants (55 percent of awards), with Cooperative Agreements at 37 percent and Block Grants at 8 percent. Funding is concentrated among Department of Justice entities: the Department of Justice Office of Justice Programs Bureau of Justice Assistance issued 264 awards worth $337.5 million in federal dollars, while the broader Office of Justice Programs issued 430 awards totaling $344.5 million. Combined federal obligations across all funding agencies reached $692.6 million, with recipients contributing an additional $16.9 million in non-federal share. Recent awards typically range from $25 thousand to $1 million in federal obligation, though earlier mega-awards such as a $8.46 million cooperative agreement for community-based crime reduction technical assistance (October 2018) and a $5 million PREA implementation support cooperative agreement (October 2018) appear in the portfolio.

No recent grant opportunities are posted. The most recent solicitation on record, BJA FY 2021 Invited to Apply for Presidential Nominating Convention law enforcement activities (posted January 14, 2021, due January 29, 2021), has long closed. Given the zero appropriations in the past two years and archive warning, pursue this program only if you hold existing funded awards or if a new NOFO emerges signaling program reinstatement.
