About this program
The Department of Justice Office of Justice Programs (SMART Office) funds sex offender registration and notification programs under Assistance Listing 16.750, with the most recent grant awards disbursed on March 1, 2026, and the next open solicitation due November 25, 2026.
This program assists states, territories, the District of Columbia, and federally recognized tribes in developing and enhancing sex offender registration and notification systems compliant with the Sex Offender Registration and Notification Act (SORNA). Recent awards fund digitization of offender records, technology infrastructure upgrades to integrate state systems with the National Sex Offender Public Website (NSOPW.gov), staffing for compliance officers and registry personnel, training for law enforcement and prosecutors, and community outreach and education initiatives. Representative recent awards include New Hampshire's $142,186 to digitize hard-copy offender files and conduct address verifications; Keweenaw Bay Indian Community's $386,525 to strengthen SORNA policies, provide training, and increase automation of records; Oregon State Police's $249,482 to hire an operations analyst implementing amended registration rules; and Minnesota's $224,363 to transition to newer technologies for sex offender data collection and sharing. The program also funds the maintenance and operation of NSOPW.gov itself, which aggregates sex offender data from all participating jurisdictions, enabling nationwide public searches.
The portfolio consists predominantly of Project Grants (79 percent), with smaller shares of Block Grants (17 percent), Cooperative Agreements (2 percent), and Formula Grants (2 percent). The Department of Justice Office of Justice Programs Sex Offender Sentencing division dominates by award count and federal dollars, accounting for 556 awards ($170.2 million) of the 906 total awards ($321.5 million obligated). The Bureau of Justice Assistance accounts for 47 awards ($78.9 million), with remaining dollars distributed across other DOJ offices and components.
Award activity has remained steady, with 87 awards in 2022, 47 in 2023, and 55 in 2024, declining to 1 in 2025 (likely reflecting application timing) before rebounding to 49 in the first quarter of 2026. The program traces back to 2007. A FY26 AWA Implementation Grant NOFO (Solicitation O-SMART-2026-172794) is open through November 25, 2026, soliciting applications from state governments, tribes, and other jurisdictions to maintain or enhance SORNA implementation. Separate cooperative-agreement solicitations fund NSOPW.gov maintenance and SORNA training and technical assistance.
