About this program
The Department of Justice Office on Violence Against Women funds nonprofit tribal domestic violence and sexual assault coalitions through CFDA 16.557, with the most recent grant award on October 1, 2025. The program supports the development and operation of coalitions serving American Indian, Alaska Native, and Native Hawaiian communities through awareness campaigns, technical assistance, policy advocacy, and training to combat domestic violence, sexual assault, dating violence, stalking, and sex trafficking.
The program is active and mature, having disbursed 243 awards cumulatively since July 2006. In the past five years, the funding cadence has been stable at roughly 18–20 awards annually; 2025 shows only one award recorded to date, reflecting that the fiscal year is still ongoing. Grant opportunities are posted annually, with eligible applicants invited to apply. The most recent solicitation, O-OVW-2025-172425, closed on September 16, 2025; prior-year solicitations for fiscal years 2024, 2023, and 2022 closed in August of their respective years.
Funding is concentrated overwhelmingly within the Office on Violence Against Women: 211 of 243 awards totaling $88 million represent 87% of federal dollars obligated. Smaller shares flow through the Office of Justice Programs and other DOJ components (combined $7.7 million across 32 awards). Combined federal dollars obligated total $100.6 million across the entire portfolio.
The assistance-type mix is dominated by Formula Grants at 53% of awards (130 awards), with Block Grants at 32% (78 awards) and Project Grants at 14% (35 awards). Typical award magnitudes range from roughly $349 thousand to $801 thousand based on recent examples. Recent awards include Nebraska Tribes Addressing Violence Coalition ($801,884), American Indians Against Abuse serving 11 federally recognized tribes in Wisconsin ($414,147), and Healing Native Hearts Coalition serving 40 villages in Alaska's interior ($801,884). These coalitions provide training events, technical assistance to member programs, community education campaigns, policy advocacy, and direct services to survivors of violence.
Recognized tribal coalitions meet criteria under 24 U.S.C. 13925(a), provide services to Indian tribes, and must be recognized by OVW. Awards are released on an as-needed basis; applicants must apply through Grants.gov and the Department of Justice JustGrants System and are notified before the end of the fiscal year. Each recognized coalition receives an equal base funding amount, with sexual assault and dual coalitions receiving additional funding for sexual assault-focused activities.
