About this program
The Department of Justice Office of Justice Programs Bureau of Justice Statistics funds state Statistical Analysis Centers (SACs) to collect, analyze, and disseminate criminal justice data supporting state strategic planning and national priorities under CFDA 16.550, with the most recent grant award issued on January 1, 2025.
The program funds core capacity-building and special-emphasis projects enabling SACs to enhance data infrastructure, conduct policy-relevant research, and improve access to criminal justice statistics. Recent awards demonstrate substantive investment in data warehouse development, dashboard creation for public and agency access, recidivism analysis, racial disparity assessment in arrests and sentencing, competency restoration program evaluation, deflection program impact analysis, death-in-custody reporting system implementation, and incident-based reporting system (NIBRS) quality improvement. Representative awards include Michigan SAC's $40,432.79 effort embedding a university intern with state police to analyze clean slate expungement legislation; Oregon SAC's $175,017 project analyzing misdemeanor conviction trends and deflection program impacts; Tennessee SAC's $81,512 effort developing automated machine-to-machine data workflows for NIBRS reporting; and Alabama SAC's $224,559 project updating crime data visualization tools and studying recidivism among individuals on bond pending trial.
The program distributed $95.4 million in federal dollars across 847 awards spanning 1990 to January 2025. Funding activity comprises predominantly Cooperative Agreements (837 awards, 99 percent) with a small share of Project Grants (10 awards, 1 percent). The Department of Justice Office of Justice Programs dominates funding with 578 awards and $54 million federal obligated, while its Bureau of Justice Statistics component issued 265 awards and obligated $41.1 million, collectively accounting for the full portfolio. Awards have remained active across the past five years at 20–33 per year, with 29 awarded in 2024.
Typical awards range from approximately $40 thousand to $225 thousand, with occasional technical assistance awards reaching $650 thousand. Project periods run 12 to 36 months.
