About this program

The Department of Justice Office on Violence Against Women (OVW) is awarding Project Grants under CFDA 16.058 to fund law enforcement agencies' training in trauma-informed, victim-centered investigation techniques for domestic violence, dating violence, sexual assault, and stalking, with the most recent award disbursed in May 2026. The program remains active and competitive; an FY 2026 grant opportunity (Solicitation O-OVW-2026-172637) closed on July 27, 2026, and OVW maintains a consistent annual solicitation cycle.

The program funds law enforcement demonstration projects that train officers to conduct trauma-informed and victim-centered investigations designed to prevent victim re-traumatization, increase victim-law enforcement communication, and support coordinated community response. Projects must establish partnerships between state, local, tribal, or county law enforcement agencies and victim services organizations. Grant activities include officer training, policy integration, community outreach, and evaluation of training effectiveness. Awards are for three- to four-year project periods. Recent awards funded demonstration sites at the City of Austin (in partnership with Safe Alliance), City of New Bedford (with The Women's Center), City of Los Angeles (with Peace Over Violence), City of Brighton (with Servicios de la Raza), City of Charleston (with Tri-County Speaks), and City of Greensboro (with Family Services of the Piedmont).

All 11 awards in the portfolio are Project Grants. OVW is the sole funding source. The program obligated $5.4 million across 11 awards over the past two fiscal years (2024: 6 awards; 2026: 5 awards), with individual awards ranging from approximately $430,000 to $500,000 and a median around $500,000. Applicants must be state, local, tribal, or county governments. The FY 2025 opportunity narrowed scope to sexual assault alone; the FY 2026 opportunity expanded to domestic violence, dating violence, sexual assault, and stalking.
