The Bureau of Justice Assistance awarded the Orleans Parish District Attorney's Office a $1,000,000 Project Grant under the Emmett Till Cold Case Investigations Program (CFDA 16.031) to support the following key activities: Continuing to uncover eligible cold case civil rights homicides and assess their suitability for prosecution, including expanding the scope to investigate unsolved LGBTQ+ homicides from the late 1970s. Establishing an active collaboration with the New Orleans Police Department (NOPD) to research, source, and digitize cold case files, co-present cases to the community, and co-develop a joint training module based on the cold cases. Initiating public listening sessions and Emmett Till cold case acknowledgement hearings to elicit testimony and information from the community. Procuring a mental health services provider to offer specialized care for witnesses, victims, and community members affected by intergenerational trauma. Partnering with the New Orleans Public Library to design and build a public-facing website with interactive data exhibits to widely disseminate the project's final report and dataset. The grant has a performance period of October 1, 2024 through September 30, 2027.

The County of Fulton, Georgia will receive $575,000 under a Project Grant award from the Department of Justice Office of Justice Programs Bureau of Justice Assistance Emmett Till Cold Case Investigations Program (CFDA 16.031) to investigate and prosecute unsolved civil rights-era homicides from October 1, 2022 to September 30, 2025. The County will use the funding to hire a victim witness advocate and investigate unsolved homicides and missing persons cases from Fulton County that may involve civil rights violations. Key services will include evaluating the backlog of over 800 unsolved homicide cases, conducting DNA testing where profiles have been identified, and prosecuting two cold cases per year. Partnerships with local law enforcement agencies investigating cold cases in Fulton County and an evaluation partner will support these investigation and prosecution efforts. The grant aims to honor Emmett Till by addressing unsolved racially-motivated killings from Atlanta's history of segregation and racial injustice.
