About this program
The Department of Justice Office on Violence Against Women is awarding grants under the Sexual Assault Services Culturally Specific Program (CFDA 16.023) to fund culturally specific intervention, advocacy, accompaniment, and support services for adult, youth, and child victims of sexual assault, with the most recent grant awards disbursed on October 1, 2024.
The program funds direct intervention and related assistance delivered by nonprofit organizations serving American Indian, Alaska Native, Aleut, Asian American, Native Hawaiian, Pacific Islander, Black, and Hispanic communities. Funded activities include 24-hour hotlines, crisis intervention, accompaniment to court and medical facilities, individual and group counseling, peer support, safety planning, direct payments to victims, case management, and outreach. Recent awards demonstrate focus on serving underserved populations: United Hope Network providing services to Black communities in Michigan; Violence Intervention Program delivering bilingual services to Latino populations in New York City; Saheli offering services to Asian and immigrant survivors in Central Texas; and Tundra Women's Coalition serving Yupik and Cupik peoples in rural Alaska. Awards span three-year periods, with some planning grants supporting up to 24 months of organizational setup.
The program has grown substantially in recent years. Awards increased from 6 in 2020 to 23 in 2024, reflecting growing emphasis on this funding line. The portfolio contains 119 total awards since 2015, distributing $42.8 million in federal obligations. The Office on Violence Against Women within Department of Justice Offices Boards and Divisions funds 110 awards ($38 million), with the Department of Justice Office of Justice Programs contributing 9 awards ($4.8 million). Awards are predominantly Project Grants (82 percent) with a smaller share of Block Grants (18 percent).
Representative award sizes cluster around $382,500 for standard three-year implementation grants, with planning grants at $100,000 for 12-24 month planning phases. Individual awards range from $275,000 to $495,000. Grantees must either demonstrate organizational expertise in sexual assault intervention or partner with an organization possessing such expertise. Applicants must apply through Grants.gov and the Department of Justice's JustGrants System.
