About this program

The U.S. Fish and Wildlife Service administers the National Outreach and Communications Program (Assistance Listing 15.653) to fund outreach, communications, and engagement initiatives that increase participation in recreational fishing and boating, reduce barriers to participation, advance safe and responsible practices, and promote aquatic resource stewardship. A current opportunity (F26AS00014) is open with an August 17, 2025 application deadline.

Program activity remains sparse but recent. The portfolio spans 13 awards from 2008 to 2023, with highly uneven disbursement: one award per year in 2011–2012, three in 2013, two in 2018, and one in 2023. No awards appear to have been funded between 2019 and 2022. The most recent award was disbursed April 1, 2023. The portfolio has accumulated $142 million in combined federal dollars obligated.

Funded projects center on data-driven, research-based consumer marketing campaigns and outreach initiatives targeting recruitment, retention, and reactivation of fishing and boating participants. Representative awards include a $28.65 million cooperative agreement (2023) supporting the Recreational Boating and Fishing Foundation's "Take Me Fishing" branded consumer campaign (utilizing social influencers and digital media platforms, ad placements on Disney streaming services, and mobile fishing units reaching underserved urban communities) and a $64.89 million cooperative agreement (2018) funding similar national campaigns plus state-agency subgrants for local participation-building programs. A smaller $12,250 project grant (2013) funded a kids' fishing derby.

Funding concentration is split between the Department of the Interior Fish and Wildlife Service proper (10 awards, $48.3 million) and Fish and Wildlife Service Region 9 Headquarters (3 awards, $93.6 million). The assistance-type mix is predominantly Project Grants (62% of awards) with substantial Cooperative Agreements (31%) and one Block Grant (8%).

The open opportunity (F26AS00014, posted June 18, 2025) welcomes applications from 501(c)(3) nonprofits, tribal organizations, higher education institutions, state and local governments, small businesses, and individuals to implement programs addressing one or more of five statutory purposes: improving communications about fishing and boating opportunities, reducing participation barriers, advancing sound practices, promoting conservation, and furthering boating and fishing safety. Applicants must demonstrate marketing expertise in sport fishing and boating, and projects may be approved for up to five years with annual incremental funding.

Description

The National Outreach and Communications Program (NOCP), administered by the U.S. Fish and Wildlife Service, is a nationwide initiative dedicated to increasing participation in recreational fishing and boating while promoting the conservation and responsible use of America's aquatic resources. This program is designed to serve a broad spectrum of the public, including anglers, boaters, outdoor enthusiasts, local communities, businesses, state and federal agencies, industry partners, educational institutions, and nonprofit organizations. NOCP's primary purpose is to connect people with opportunities to fish and boat, reduce barriers to participation, advance safe and responsible practices, and foster stewardship of aquatic environments. By supporting innovative outreach and communications projects, NOCP aims to ensure that everyone can enjoy the benefits of fishing, boating, and outdoor recreation. The program also seeks to generate positive economic impacts for local communities and businesses, and to sustain the traditions that make America's waters and fisheries a vital part of our national heritage. NOCP is typically open to a wide range of applicants, including state, county, and city governments; tribal organizations; educational institutions; nonprofits; and businesses. The program typically welcomes projects at local, state, regional, and national levels and encourages collaboration among agencies, industry, and community groups. Eligible applicants must have experience in outreach, marketing, or engagement related to fishing, boating, aquatic conservation, or outdoor recreation. NOCP stands out for its commitment to innovation and measurable impact. NOCP often offers flexible funding bands to support projects of varying scope from local initiatives to national campaigns. It encourages evidence-based approaches, research-driven messaging, and the use of Recruitment, Retention, and Reactivation (R3) best practices to engage new participants, retain existing ones, and reactivate those who have drifted away from fishing and boating. Funded projects may include marketing campaigns, social media outreach, educational materials, digital tools, hands-on learning events, training workshops, and more. The program emphasizes collaboration, requiring applicants to coordinate with relevant agencies and stakeholders to ensure alignment with conservation priorities and resource management goals. NOCP also values creativity, supporting projects that use new technologies, digital platforms, and innovative strategies to reach more audiences.

Uses of assistance

The recipients' work is focused on strategies and activities identified in the "Strategic Plan for the National Outreach and Communication Program as required by the "Sportfishing and Boating Safety Act of 1998". These activities are intended to increase participation in recreational boating and fishing. For example, program funds have been used to develop a national database of fishing and boating locations that is available on the internet. Current focuses of the program are angler and boater R3 efforts (recruit, retain and reactivate) and development of pilot R3 projects with state fish and wildlife agencies. If work is to be conducted outside of those identified in the original plan, the activity must show a clear relevance to the Strategic Plan.
