About this program

The Department of the Interior Fish and Wildlife Service funds anti-poaching operations, human-elephant conflict mitigation, and biological monitoring projects that protect African elephant populations across the continent, with the most recent grant awarded October 1, 2024, under Assistance Listing 15.620.

Grant awards under this program have accelerated in recent years. The portfolio includes 257 total awards since 2000, with annual disbursement climbing from 1 award in 2020 to 20 in 2024. Project Grants dominate the assistance mix at 98 percent (253 awards), with Block Grants and a single Cooperative Agreement making up the remainder. Combined federal dollars obligated total $42.9 million, with recipients providing an additional $41 million in non-federal cost-share, bringing total project value to $83.8 million.

Within the program's two funding components, Fish and Wildlife Service Region 9 Headquarters leads by federal dollars obligated at $31.2 million across 100 awards, while the Department of the Interior Fish and Wildlife Service proper accounts for $11.8 million across 157 awards. Typical recent awards range from roughly $300 thousand to $2 million in federal obligations. Representative grants include anti-poaching field operations in Zambia's North Luangwa National Park ($760 thousand), human-elephant conflict response and elephant monitoring in Tanzania's Greater Mkomazi landscape ($435 thousand), and forest elephant habitat protection and community-managed conservation in Gabon's Bas Ogoué region ($880 thousand). A larger award supported integrated elephant conservation, law enforcement, and community livelihood programming across Tanzania's Ruaha-Rungwa ecosystem ($2.093 million).

Eligible applicants include any African government agency responsible for elephant conservation and any organization or individual with demonstrated experience in African elephant conservation. The program funds concrete operational activities: anti-poaching patrol operations (field rations, vehicle fuel, ranger equipment and training); biological monitoring (satellite collars, aerial surveys, acoustic monitoring systems); human-elephant conflict mitigation (electric fencing, grain stores, rapid response units, livestock vaccination programs); and capacity building for government and community rangers. A smaller category of awards supports evidence synthesis and policy tools—the Elephant Trade Information System (ETIS) that tracks illegal ivory trade, and the African Elephant Specialist Group database that maintains range-wide population and human-elephant conflict data.

A Notice of Funding Opportunity F24AS00060 posted September 27, 2023, with due date November 27, 2023, solicited proposals for protecting and conserving priority elephant populations. No open opportunities currently appear in the source. The program has a long track record dating to 2000 and remains active, with substantial funding activity in 2024.
