About this program
The Department of the Interior Bureau of Reclamation funds water conservation and water management improvements at existing irrigation projects under the Water Resources Development Act (CFDA 15.581), with the most recent grant award issued on April 1, 2023. The program operates through cost-sharing agreements in which the Bureau covers up to 50% of eligible planning, design, and construction costs; recipients and states fund the remaining share. Projects are fully funded at award and typically span one to five years, with extensions available up to one year beyond the original completion date.
Awarded projects focus on concrete water infrastructure improvements: conservation measures, water use efficiency enhancements, automation, and water measurement systems at existing water supply projects in the 17 western states covered under the Reclamation Act of 1902. The most recent funded activity demonstrates this scope: Cooperative Agreement R25AC00532, awarded in April 2023, funded a complete modernization of the California-based Central Valley Project's 30-year-old SCADA system spanning 180 sites and controlling irrigation delivery to approximately 690,000 acres and 3.5 million acre-feet of annual water. The project involves full design and replacement of hardware, software, and communications infrastructure to enhance operational security, reliability, and remote monitoring capability.
The program shows minimal recent activity. The grant-award portfolio contains one recorded award since April 2023, obligating $7 million in federal dollars against a total project cost of $17.1 million (indicating the recipient cost-shared $10.1 million). The assistance type is exclusively Cooperative Agreements. The Bureau of Reclamation is the sole funding agency under the program. No recent grant opportunities are currently posted or specified in the source. Given the sparse award cadence and absence of an open solicitation, applicants should verify current funding availability and posting status directly with the Bureau of Reclamation before committing pursuit resources.
