About this program
The Department of the Interior Bureau of Reclamation funds agricultural water conservation and efficiency projects in California through the Agricultural Water Use Efficiency Program (CFDA 15.572), with the most recent grant award issued on September 21, 2022.
Award activity has been sparse but steady: five Project Grants totaling $3.2 million in federal dollars obligated (with $7.1 million in combined federal and non-federal cost-share) were distributed between 2018 and 2022, at a cadence of one to two awards per year. The most recent opportunity posted in September 2021 with a March 4, 2022 deadline; no currently open solicitation appears in the source.
The program funds on-farm and district-scale water conservation infrastructure in California, with emphasis on quantifiable, sustained agricultural water savings and broader Western water supply reliability. Awarded projects include canal and reservoir lining to reduce seepage (Lost Hills Water District's Service Area 1 Canal Reservoir Lining, $417,500), conversion of open irrigation canals to pipelines (Corcoran Irrigation District's pipeline conveyance project, $711,850), canal automation systems (Vaughn Lateral 5 Canal Automation project, $1.746 million), and related engineering, design, and on-farm technical assistance. Projects are expected to improve water management efficiency, reduce energy consumption, and mitigate drought risk in over-drafted basins.
All awards to date have been issued as Project Grants. The Bureau of Reclamation is the sole funding agency under this Assistance Listing. Award magnitudes range from approximately $417,500 to $2.895 million, with typical projects completed within two years of award, though longer timelines are considered in limited circumstances. Eligible applicants include Indian tribes, irrigation districts, water districts, and other organizations with water or power delivery authority located in California; federal agencies, institutions of higher education, individuals, and certain 501(c) organizations are ineligible. All projects require NEPA compliance prior to ground-disturbing activities and mandatory cost-sharing with Reclamation.

- Description
Invite Indian tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation on projects that seek to: • Conserve and use agricultural water more efficiently, • Mitigate conflict risk in areas at a high risk of future water conflict, • Enable farmers to make on-farm improvements that may be eligible for USDA's Natural Resources Conservation Service (NRCS) funding, and • Contribute benefits to water supply reliability in the Western United States. Project sponsors leverage their money and resources by cost-sharing with Reclamation to construct on-farm projects that save water, improve water management, increase water supply reliability, improve energy efficiency, and benefit endangered species. Funded projects result in quantifiable and sustained agricultural water savings and support broader water reliability benefits. The AWUE program supports Reclamation's priorities, including: • Increasing agricultural water supplies, • Leveraging science and technology to improve water supply reliability for farmers, and • Addressing drought impacts on agricultural activities.
