About this program
The Department of the Interior Bureau of Reclamation is funding implementation of the San Joaquin River Restoration Settlement through Assistance Listing 15.555, with the most recent grant award issued on November 12, 2024.
This program funds concrete restoration activities under the settlement in NRDC v. Rodgers: chinook salmon broodstock development and genetic analysis, fish screens and passage structures at multiple dams and canal diversions, channel and structural improvements, invasive vegetation monitoring and management, water conveyance upgrades addressing land subsidence in the Friant-Kern Canal, habitat restoration for giant garter snakes, and planning and design for multipurpose infrastructure serving both the restoration program and local water agencies.
The program has disbursed 29 awards totaling $44.1 million in federal obligations since 2011, with an additional $3.7 million in non-federal cost-share from recipients bringing combined obligations to $47.8 million. Recent award cadence shows one award in 2024, four in 2023, four in 2018, and one each in 2017 and 2020. The funding mix is predominantly Cooperative Agreements (62 percent of awards) with a smaller share of Project Grants (38 percent). All funding comes through the Bureau of Reclamation.
Recent awards exemplify the scope: UC Santa Cruz received $549,995.50 for genetic analysis of reintroduced spring and fall-run chinook salmon populations; Central California Irrigation District received $510,000 to install a bridge over the Poso Canal for construction equipment access; the Friant Water Authority received $16.5 million in 2018 for program management of Friant-Kern Canal capacity corrections addressing subsidence-induced reductions; and the California Department of Fish and Wildlife received $1.6 million in 2023 for salmon broodstock operations and research.
No recent grant opportunities are currently open. The most recently posted opportunities date to 2019, including notices of intent to award to specific recipients (Central California Irrigation District for Mendota Pool fish screen design and California Department of Fish and Wildlife for salmon facility operations), which indicates this program operates primarily through directed, non-competitive awards to named implementing partners rather than broad solicitations. Projects may be renewed annually for up to five years, subject to Congressional appropriations and agency discretion.
