THE CONSUMPTIVE USE WORK GROUP (CUWG) HAS NEED FOR ACCURATE AND TIMELIER CONSUMPTIVE USE INFORMATION THAN IS NOW POSSIBLE THROUGH THE CURRENT BASIN-WIDE EFFORTS SUCH AS THE CONSUMPTIVE USE AND LOSS REPORTS PUBLISHED BY THE BUREAU OF RECLAMATION. THE COMPACT EMPOWERS THE COMMISSION TO MAKE FINDINGS OF THE QUANTITY OF COLORADO RIVER SYSTEM WATER USED EACH YEAR IN THE UPPER COLORADO RIVER BASIN AND IN EACH STATE THEREOF. IN THE EVENT THAT CURTAILMENT OF USE OF WATER BY THE STATES OF THE UPPER DIVISION SHALL BECOME NECESSARY TO COMPLY WITH ARTICLE III OF THE COLORADO RIVER COMPACT OF 1922, THE 1948 COMPACT REQUIRES THE COMMISSION TO DETERMINE THE TIMING AND QUANTITY OF CURTAILMENT REQUIRED BY EACH UPPER DIVISION STATE. IN SO DOING, THE COMMISSION REQUIRES ACCURATE AND TIMELY ANNUAL CONSUMPTIVE USE INFORMATION FOR EVERY WATER YEAR. CONSUMPTIVE USE INFORMATION FOR THE WATER YEAR (1 OCTOBER 30 SEPTEMBER) IS NEEDED PROVISIONALLY BY 1 JANUARY AND FINAL ESTIMATES BY 1 APRIL (6 MONTHS AFTER THE END OF THE WATER YEAR).

CESU Study Agriculture Consumptive Use
The scope of work is to assess consumptive water use (i.e. evapotranspiration; ET) from irrigated agricultural lands in the Upper Colorado River Basin. The following tasks have been identified by Reclamation staff and the Principal Investigator as priority tasks needed for crop ET modeling and remote sensing efforts in the Upper Colorado River Basin (Upper Basin): 1) Prepare ET demands model setup, calibration, and post processing steps for all subareas in the Upper Basin. For example: processing crop type data and developing crop masks; download and process soil data masked to the crop lands; calibration of basil crop coefficient (Kcb) curves to properly reflect historical planting; effective full cover, and harvest dates, and visualization of output for recognizing "good" or "bad" model runs or calibrations; and comparing model results (growing season start and end dates, ET rates, effective precipitation estimates, etc.) to previous studies. 2) Study ET demands with required input climate data, reference ET (ETo) calculations, and bias correction. Gridded climate data extraction for areas of interest, and bias correction to agricultural station data is needed to ensure that historical climate and ETo estimates are representative of agricultural conditions. 3) Study quality assurance and quality control from agricultural weather station data and processes agricultural station data to compute ETo. Compare gridded climate and ETo estimates to agricultural station based ETo to develop bias correction factors needed in task 2. 4) Develop rules by which crop classes such as 'pasture-high' and 'pasture-low' can be assigned to the grassland class which composes about 70% of the ag land in the UC Basin. 5) Evaluate the possibility of developing or evaluating existing maps of potentially irrigated lands. 6) Recommend a method for estimating shortages, winter time crop ET, and effective precipitation. 7) Compare potential crop ET estimates (e.g. from Penman Monteith ET Demands and Blaney-Criddle) to eddy covariance estimates of crop ET. 8) Recommending unified remote sensing of actual crop ET, and potential crop ET consumptive use methods. 9) Develop draft and final reports of findings and recommendations. 10) Participate in stakeholder meetings and workshops.

New Mexico Weather Stations O&M
Given the time and resources spent on the Phase I and II studies and the upgraded and newly installed stations, as well as the importance of the UB Network for consumptive use estimates in the Upper Colorado River Basin, the parties want to ensure the stations will continue to be operated and maintained to an agreed level of standards, and that all collected data will be made available to any and all users in a consistent format. This scope of work addresses the operation and maintenance, data quality control and assurance, and serving of the resulting data for the 2 new climate stations within the state of New Mexico in the Colorado River basin. Tasks 1. The contractor will operate and maintain the 2 new stations according to the American Society of Civil Engineers (ASCE) standards appropriate for operation and maintenance of this network (ASCE-EWRI 2005). Teleconnections with the home laboratory will allow daily examination of the sensor outputs. When a significant problem is identified, a site visit will be arranged, to correct the issue within seven (7) days. a. The contractor will provide documentation describing their maintenance procedures and logs of past maintenance upon request. 2. The contractor will ensure each station's sensors are calibrated or checked against standards annually according to the American Society of Civil Engineers (ASCE) standards appropriate for calibration (ASCE-EWRI 2005) a. The contractor will provide documentation describing their calibration procedures and logs of past calibration upon request. 3. The contractor will perform regular (daily or every other day) quality assurance and quality control (QA/QC) on the collected data from all stations and will serve or host the final processed data via a website that is available to at least the four upper basin states (Wyoming, Utah, Colorado, and New Mexico), Upper Colorado River Commission, and Reclamation. a.
