About this program

The Department of the Interior Bureau of Reclamation funds fish and wildlife habitat protection, restoration, and enhancement activities in the Trinity River basin under CFDA 15.532, with the most recent award issued on August 3, 2023.

The program implements the 2000 Trinity River Mainstem Fishery Restoration Record of Decision through on-the-ground watershed and habitat restoration work, fish population monitoring, technical design support, and adaptive management. Funded activities include levee removal and floodplain reconnection, dam removal to restore fish passage, large wood habitat installation, sediment reduction projects, riparian restoration, fish weir operation and data collection, creel surveys, spawning surveys, and design and permitting work for restoration sites. The program specifically targets anadromous fish species—coho salmon and steelhead—in tributaries of the Trinity River between Lewiston Dam and Weitchpec, including the South Fork Trinity River. Recent awards show active support for both direct habitat work and associated monitoring and technical assistance infrastructure.

Portfolio activity shows uneven grant cadence in recent years, with 10 awards in 2018, 6 in 2021, 3 in 2017, 5 in 2016, and 1 in 2023. Forty-eight awards have been issued since 2006. The program mix consists predominantly of Project Grants (73 percent) with a smaller share of Cooperative Agreements (27 percent). The Bureau of Reclamation is the sole funding agency, obligating $76.8 million in federal dollars across all awards; non-federal cost-share brought combined total obligated to $81.8 million.

Recent representative awards illustrate the scope. Cooperative Agreement R23AC00401 to California Department of Fish and Wildlife ($2.7 million, awarded August 2023) funds adult salmon and steelhead population assessments, including fish weir operation, creel surveys, redd monitoring, and Trinity River Restoration Program technical assistance. Project Grant R22AP00027 to the National Fish and Wildlife Foundation ($2.7 million, October 2021) administers competitive grants for on-the-ground habitat restoration actions reducing sediment delivery and improving watershed connectivity. Project Grant R19AV00012 to Yurok Tribe ($4.6 million, October 2018) and Project Grant R19AV00004 to Hoopa Valley Tribe ($10.4 million, October 2018) funded tribal fish population management activities.

No grant opportunities have been posted recently; the most recent solicitation (R21AS00232, due July 21, 2021) sought a single awardee to administer the Trinity River Restoration Program Watershed Grant Program, directing funds to habitat restoration in Trinity River tributaries between Lewiston Dam and Weitchpec. Eligible applicants under that opportunity included state and local governments, 501(c)(3) nonprofits, and federally recognized Indian Tribal Governments; subrecipients must meet the same qualification requirements.
