About this program
The Department of the Interior Bureau of Reclamation operates CFDA 15.518, Garrison Diversion Unit, funding planning and construction of multi-purpose water resource development in North Dakota with a most recent grant award on September 17, 2024.
The program funds concrete activities across water supply, wildlife management, and recreation. Recent awards support operation and maintenance of municipal, rural, and industrial water treatment plants (the Biota WTP startup and ongoing operations), construction of rural water infrastructure including water treatment plants and pumping systems, wildlife habitat management on state-acquired lands (Lonetree Wildlife Management Area and Audubon mitigation areas), and preservation and restoration of wetlands and grasslands. Awards also fund canal repairs, such as McClusky Canal slide repairs, and contributions to the North Dakota Natural Resources Trust.
Funding is exclusively provided by the Bureau of Reclamation through 45 awards totaling $475 million in federal obligations since 1986. The assistance-type mix is predominantly Cooperative Agreements, representing 89 percent of awards, with Project Grants making up the remaining 11 percent.
Recent award magnitudes vary widely. The largest recent award was $129.2 million to Garrison Diversion Conservancy District in 2017 for municipal, rural, and industrial water construction. A $40.5 million 2023 award to the same recipient funded Phase II of the Biota Water Treatment Plant. More recent smaller awards include $4.5 million for Lonetree Wildlife Management Area operations (September 2023), $2.4 million for Biota WTP operation and maintenance startup (September 2024), and $67 thousand for Audubon mitigation land management (July 2023).
Eligible applicants include the State of North Dakota, Garrison Conservancy District, Standing Rock Sioux Tribe, Three Affiliated Tribes, Spirit Lake Nation, Turtle Mountain Band of Chippewa, and Trenton Indian Service Area. Tribes may enter into agreements under the Indian Self-Determination and Education Assistance Act. No pre-application is required. The Bureau of Reclamation's Missouri Basin Region negotiates work plans and budgets annually with each agreement partner.
Award activity shows no recent posted opportunities; the program operates through negotiated annual agreements rather than open solicitation. The portfolio reflects sporadic recent activity, with one award in 2024, three in 2023, and one in 2021 over the past five years. Funding continues until appropriated funds are expended; additional funding requires Congressional action.
