About this program
The Department of the Interior Office of Surface Mining Reclamation and Enforcement (OSMRE) funds science-based technologies addressing environmental and restoration issues in coal mining and reclamation through CFDA 15.255, with the most recent grant award on October 1, 2024 and an open solicitation (S24AS00462) due March 21, 2025.
Program activity remains steady. OSMRE awarded 160 grants totaling $19.3 million in federal obligations (with $22 million in combined federal and non-federal share) since 2006. The past five years show variable but sustained funding: 2 awards in 2020, 8 in 2021, 2 in 2022, 9 in 2023, and 9 in 2024. The program operates as a discretionary appropriation subject to Congressional Appropriations and Administration Priorities, with no renewal mechanism—each recipient may apply for non-funded time extensions up to one year to complete work.
Funded activities cluster heavily around acid mine drainage (AMD) treatment and rare earth element (REE) recovery from coal mining wastes. Recent awards support biochar-based extraction of critical minerals from AMD, phytomining-based REE recovery from coal refuse, innovative dewatering circuits for AMD sludge, geochemical modeling for treatment optimization, bio-electrochemical extraction systems, invasive species management on reclaimed lands using UAVs and machine learning, and ecosystem assessments comparing reclamation approaches. Projects also examine pyrite oxidation prevention, AMD co-treatment at municipal wastewater plants, and reforestation outcomes for threatened species.
The assistance-type mix is predominantly Cooperative Agreements (134 awards, 84 percent) with Project Grants (25 awards, 16 percent) and one Formula Grant. OSMRE is the sole funder of all 160 awards.
Award magnitudes cluster around $200,000. Recent awards range from $199,412 to $230,980; a notable outlier from 2016 (S16AC20018) obligated $1.66 million for a web-based bond reclamation and photo archival system. Typical project periods extend two years from award.
Representative recent awards include a $200,000 cooperative agreement to develop biochar-based solid-phase extraction for critical minerals from AMD (Cooperative Agreement S24AC00093, October 2024); a $200,000 award to South Dakota State University for geochemical modeling and water quality prediction tools (S24AC00046, June 2024); and a $230,980 award for rare earth element recovery from AMD through phosphate precipitation (S24AC00043, March 2024).
The open Applied Science solicitation (S24AS00462, due March 21, 2025) targets improved reclamation science addressing endangered species protection, reforestation and revegetation, prime farmland protection, AMD mitigation technologies, underground mine location methods, and public safety enhancement. Eligible applicants include public and private entities, tribal governments, state and local government, colleges and universities located in the United States. Applicants may request up to $200,000 per proposal. A Mine Drainage Technology Initiative solicitation (S23AS00382) closed in September 2023; no current MDTI solicitation appears open.

- Description
The Science and Technical Studies Program supports studies/projects that develop and demonstrate improved technologies to address public safety and environmental issues related to coal mining and reclamation of abandoned mined lands and polluted waters. (Technical Studies including Applied Science projects) This is a discretionary Program, and its further funding and direction are subject to Congressional Appropriations and Administration Priorities.
Eligibility
- Applicant eligibility
Applied Science Projects: Recipients may be any of the following: public, private, or non-profit entities; Federal, State, local or Tribal governments; and colleges and universities located in the United States.
- Beneficiary eligibility
Communities impacted by coal mining and reclamation of the land after mining.
- Uses of assistance
Projects must focus on issues related to coal mining in the United States. Project funding will be limited to the amount of the initial OSM award, no additional funding will be provided by OSM throughout the project. Projects that are long term in nature or larger in scope than what can be accomplished with funds available the prescribed fiscal year, must be described in such a manner to allow OSM to identify a severable portion of the project with specific measurable accomplishments.
- Use restrictions
Restrictions can be referenced in the Surface Mining Control and Reclamation Act of 1977, Public Law 95-87, as amended, 91 Stat. 445-532, and Public Law 116-6 and Consolidated Appropriations Act, 2021 (Public Law 116-260).
- Length and time phasing of assistance
The grants and cooperative agreements may have a performance period of up to two years.
How to apply
- Preapplication coordination
Preapplication coordination is not applicable. Environmental impact information is not required for this program. This program is excluded from coverage under E.O. 12372.
- Criteria for selecting proposals
The criteria used to evaluate and select proposal will be based on an objective merit review, program policy factors, provisions of appropriation laws, reports, and as otherwise specified in the Notice of Funding Opportunity.
- Award procedure
• Applications must be submitted through grant.gov in response to a NOFO. Application receive by the deadline will be reviewed to determine whether they are eligible, complete, and responsive and aligned with the respective program objectives and research grant areas as described in the Program Description • Applications determined to be ineligible, incomplete, and/or non-responsive based on the initial screening will be eliminated from further review. • Applications that are determined to be eligible, complete, and responsive will proceed for full merit reviews in accordance with the review and selection processes set forth below for each of the respective programs. • At least three objective reviewers, knowledgeable in the subject matter of this NOFO and its objectives, will evaluate each application based on the evaluation criteria • Each reviewer will assign individual scores to each criterion for each application. • The scores provided by each reviewer for each application will then be combined to form a composite score for each application, which serves as the basis for the relative ordering or ranking of applications. • OSM may select some, all, or none of the applications, or part(s) of any particular application. • The OSM Field Directors or his/her designee approves financial assistance award funded at Regional or Local Office.
- Deadlines
See the Notice of Funding Opportunity posted on Grants.gov, for the application submission deadline. The application deadline will be 60 day from the initial posting date on Grants.gov.
- Time to approval or disapproval
The criteria used to evaluate and select proposal will be based on an objective merit review, program policy factors, provisions of appropriation laws, reports, and as otherwise specified in the Notice of Funding Opportunity.
- Renewals
Renewals are not applicable; Each recipient grantee may apply for non-funded extensions of time as necessary to complete the project up to one year.
