About this program

The Department of the Interior Office of the Secretary issued Hurricane Sandy Disaster Relief – Coastal Resiliency Grants (CFDA 15.153) to restore and rebuild national parks and national wildlife refuges damaged by Hurricane Sandy, increase the resiliency of coastal habitat and infrastructure against future storms, and reduce storm damage; the most recent grant award was made on August 9, 2013, more than thirteen years ago.

This program has effectively concluded. Only two grant awards have been disbursed under this Assistance Listing: one in 2010 for $100 thousand and one in 2013 for $102.1 million, combining to $102.2 million in federal obligation. The portfolio contains no recent grant opportunities, and no awards have been issued since 2013. The program operated as a Cooperative Agreement vehicle exclusively.

The Department of the Interior Departmental Offices Interior Business Center funded the largest award, a $102.1 million Cooperative Agreement (D13AC00001) for the Hurricane Sandy Coastal Resiliency Competitive Grants Program itself, with an ultimate completion date of November 29, 2024. The Department of the Interior Office of the Secretary issued a second Cooperative Agreement in 2010 for $100 thousand to FA Rural Action's West Rendville Capture project.

Applicants were evaluated by federal technical experts from the Department of the Interior and other federal agencies on relevance to program objectives, project cost, institutional qualifications, and other factors. Applications required submission in accordance with 43 CFR, Subtitle A, Part 12. The anticipated review and award timeline was thirty to one hundred twenty days from submission.

This program is not active for new grant pursuit. No solicitations have been posted recently, and the funding line appears to have been exhausted or suspended following Hurricane Sandy disaster relief obligations. Organizations with a mission in coastal infrastructure resilience and national park or wildlife refuge restoration should treat this as historical precedent only rather than a current funding avenue.
