About this program
The Department of the Interior Bureau of Indian Affairs and Indian Education funds routine and preventive maintenance on Bureau of Indian Affairs–owned transportation infrastructure under CFDA 15.033, with the most recent grant awards issued January 1, 2025.
The program maintains roads, bridges, and related appurtenances—surfaces, signs, pavement striping, guardrails, trail markers, and ferry infrastructure—identified as "BIA owned" in the National Tribal Transportation Program Facility Inventory. Eligible applicants include federally recognized tribes, the BIA, and other qualifying partners. Awards are renewed indefinitely upon satisfactory performance; notice of intent to renew must be submitted 90 days before expiration. All applicants meeting criteria in 25 CFR Part 900 receive funding. The BIA will perform maintenance work if tribes decline, though tribes have right of first refusal. Applications are processed within 90 days. Award amounts depend on the inventory of BIA roads, bridges, and other transportation facilities and annual Bureau appropriations.
The program has awarded 143 grants totaling $93.8 million in federal obligations since 1997. Awards volume has declined sharply: the portfolio shows six awards in 2019, two in 2020 and 2021, one in 2022, and two in 2025. The funding landscape is dominated by the Department of the Interior Bureau of Indian Affairs and Indian Education (81 awards, $32.5 million) and regional BIA offices—Eastern Region (37 awards, $29.4 million) and Northwest Region (17 awards, $29 million)—which together account for the vast majority of all funding activity.
Block Grants comprise 64 percent of awards, with smaller shares of Project Grants (26 percent), Cooperative Agreements (8 percent), and Formula Grants (2 percent). Representative recent awards include Block Grant A24AV00976 for TPA road maintenance ($26,144) awarded January 1, 2025, Block Grant A22AV00252 for road maintenance ($500,000) awarded October 1, 2021, and Project Grant A19AV01122 for program management and Colville Tribal Indian Program administration ($5.4 million) awarded September 9, 2019. No recent grant opportunities are currently open in the source.
