About this program

The Department of the Interior Departmental Offices is funding plugging, remediation, and reclamation of orphaned oil and gas wells on state, tribal, and private lands through grants authorized by the Infrastructure Investment and Jobs Act, with the most recent award disbursed in April 2026 under Assistance Listing 15.018.

The program has awarded $1.74 billion in federal dollars across 92 grants since September 2022, with activity accelerating in 2024 before moderating in 2025–2026 (31 awards in 2024 versus 18 in 2025 and 6 through April 2026). All funding flows through the Department of the Interior Interior Business Center, which is the sole funder. The assistance portfolio is split between Project Grants (67 percent, 62 awards) and Formula Grants (33 percent, 30 awards), with the distribution reflecting statutory authority for both state and tribal grant categories.

Funded activities plug orphaned wells and remediate associated sites on state, tribal, and private lands. Grant recipients—state environmental and energy agencies, tribal governments, and the Interstate Oil Gas Compact Commission—use funds to conduct well plugging, soil and habitat restoration, infrastructure decommissioning, methane and groundwater monitoring, and workforce development. Representative recent awards include the Railroad Commission of Texas receiving $119.5 million (Formula Grant, October 2025) for plugging and reclaiming orphaned wells on state and private lands; Louisiana Department of Natural Resources receiving $35 million (Formula Grant, January 2026) for the same activities; and Colorado Department of Natural Resources receiving $29 million (Formula Grant, January 2026) for plugging, remediation, habitat restoration, and methane tracking.

The source contains no information on currently open grant opportunities or recent grant opportunity postings. Application deadlines vary by grant program and assistance type and are published in program guidance; interested applicants should contact the Orphaned Wells Program Office at the Interior Business Center for deadline information. Preapplication coordination is required for state projects but not for tribal projects. Environmental impact information is not required for this program.
