About this program
The Department of Housing and Urban Development Office of Healthy Homes and Lead Hazard Control funds technical studies to improve methods for detecting and controlling lead-based paint hazards in housing, with CFDA 14.902, and most recently awarded grants in May 2025.
The program has maintained steady activity over the past five years, disbursing six awards in 2025, nine in 2021, and three each in 2020, 2022, and 2024. Total federal obligated funds across 133 awards since 2004 equal $43.2 million, with a mean award size around $325 thousand. Recent awards range from approximately $380 thousand to $800 thousand over three-year performance periods. Cooperative Agreements dominate the portfolio at 79 percent of awards (105 total), with Project Grants comprising 21 percent (28 awards). HUD is the sole funding agency across all awards.
Funded studies advance knowledge of cost-effective hazard assessment and control methods for residential lead exposure and other housing-related health and safety hazards. Recent cooperative agreements include NCLTS003424 ($799,920 obligated, awarded May 2025), NJLTS003124 ($799,999, May 2025), MDLTS003024 ($624,531, April 2025), and MOLTS003524 ($379,948, March 2025). Awards run for up to 36 months after the date of award, with HUD reserving the right to approve no-cost extensions not to exceed 12 months. Payment is on a cost-reimbursable basis.
Eligible applicants include academic institutions, not-for-profit and for-profit organizations (for-profits cannot profit from the project), state and local governments, and federally recognized Native American tribes, all located in the U.S. Applications to supplement existing projects compete alongside new award applications. Federal agencies and federal employees are ineligible.
The most recent posted opportunity was FR-6800-N-15, with a due date of August 6, 2024, now closed. That solicitation sought cooperative agreements to advance knowledge on priority healthy homes issues by addressing gaps in science related to hazard identification and cost-effective mitigation, including implementation science studies. No currently open opportunities appear in the source.
