About this program
The Department of Housing and Urban Development Public and Indian Housing Office funds coordinator salaries and fringe benefits for Family Self-Sufficiency programs serving residents of public housing, Housing Choice Vouchers, and project-based rental assistance properties, with the most recent grant awards issued January 1, 2026. CFDA 14.896.
The program has disbursed $1.19 billion in federal dollars across 8,346 Project Grants since 2014. Award activity accelerated over the past five years, with 831 awards in 2026, 849 in 2025, 904 in 2024, 753 in 2023, and 677 in 2022. HUD is the sole funding source for this program. Recent awards cluster in the $80,000 to $150,000 range per FSS coordinator position, though several large awards to multi-coordinator programs exceed $250,000; notable examples include $980,720 to a Florida PHA, $727,128 to a California PHA, and $534,836 to another California program. Smaller awards to single-coordinator programs run $25,000 to $95,000.
FSS Coordinators enroll and maintain families in five-year contracts of participation, work with families to develop individual training and services plans, and build partnerships with employers and service providers. Grantees must serve at least 25 participating families per full-time equivalent coordinator position funded, increasing by 50 families for each additional coordinator. Coordinators help families increase earned income, financial literacy, and economic independence while reducing reliance on welfare assistance. Approximately 900 FSS programs operate nationwide under this program.
The most recent grant opportunities in the source date to 2022 and earlier; no open opportunities are currently posted.
