About this program

The Department of Housing and Urban Development Public and Indian Housing Office awards Choice Neighborhoods Planning Grants (CFDA 14.892) to fund the development of comprehensive neighborhood Transformation Plans centered on the revitalization of severely distressed public housing or HUD-assisted housing projects, with no current open opportunity; the most recent awards were made September 7, 2024.

The program has disbursed three Project Grants totaling $3.8 million federal dollars obligated since 2016. Recent award activity shows two grants in 2024 — one to an entity in Oklahoma and one to an entity in Arizona, each for $500,000 — following a single $2.77 million award in 2016. HUD publishes a Notice of Funding Opportunities annually based on congressional appropriations. The FY24 NOFO (solicitation FR-6800-N-38) closed June 10, 2024, and the FY23 NOFO closed June 6, 2023; no open solicitation is currently posted.

Grants fund planning and community engagement activities required to create a Transformation Plan that serves as the guiding document for neighborhood revitalization. Grantees must conduct household-level needs assessments of HUD-assisted residents, analyze neighborhood challenges and opportunities, develop relocation strategies for residents affected by redevelopment, and engage residents, community members, and stakeholders in the planning process. The Transformation Plan must address three core goals: Housing (redeveloping the target housing into mixed-income, energy-efficient units), People (supporting positive outcomes for residents in health, safety, employment, mobility, and education), and Neighborhood (transforming the surrounding distressed area into a viable, mixed-income neighborhood with access to services, schools, public assets, and transportation). Grant funds are explicitly for planning and community engagement only and do not provide resources to implement the plan itself.

Eligible applicants are public housing authorities, local governments, tribal entities (federally recognized), and 501(c)(3) nonprofits. The program is exclusively funded by HUD. Individual grants typically range from $500,000 to approximately $2.77 million. Award performance periods span two to three and a half years. Recipients with federal awards of $750,000 or more are subject to single or program-specific audit; entities below that threshold are exempt from federal audit requirements for that fiscal year.
