About this program

The Department of Housing and Urban Development Public and Indian Housing Office competitively awards Choice Neighborhoods Implementation Grants (CFDA 14.889) to fund comprehensive neighborhood revitalization centered on redeveloping severely distressed public housing and HUD-assisted housing, with the most recent grant awards issued September 7, 2024.

The program funds mixed-income housing development, demolition of distressed public housing units, relocation support for displaced residents, resident supportive services focused on employment, health, and education outcomes, and physical improvements to surrounding neighborhoods including commercial development and recreational amenities. Recent awards document concrete outcomes: the Houston Cuney Homes project received $50 million to develop approximately 1,115 new mixed-income units including 403 replacement public housing units and provide supportive services to approximately 553 households; the Miami Culmer Place and Culmer Gardens project received $39.968 million for approximately 1,069 new units including 107 replacement units; the Philadelphia project received $50 million with completion targeted for 2032. Additional recent awards funded similar large-scale mixed-income housing redevelopment in Syracuse, Huntsville, Las Vegas, Chattanooga, and Atlanta, ranging from $40 million to $50 million for implementation grants.

The program has issued 207 awards totaling $1.78 billion in federal dollars since 2011, demonstrating sustained activity. Awards are predominantly Project Grants (98 percent) with a small share of Formula Grants (2 percent). HUD is the sole funding agency. Award frequency has accelerated in recent years: 29 awards in 2024, 38 in 2023, 18 in 2021, and 16 in 2020, driven by recent large implementation grants alongside smaller planning grants.
