About this program
The Department of Housing and Urban Development Public and Indian Housing Office funds affordable housing activities for low-income Native Hawaiians under CFDA 14.873, with the most recent grant award issued on June 16, 2026.
This program is active and pursuing. Grant awards have been issued consistently in recent years—one in 2022, three in 2023, one in 2024, one in 2025, and one in 2026—with a cumulative portfolio of 36 awards since 2004. The program funds housing development, site improvements and infrastructure for new construction, homebuyer financial assistance, rehabilitation of existing units, housing counseling, and rental assistance both on and off Hawaiian home lands. Recipients develop, maintain, and operate affordable housing in safe environments while providing services to eligible families and individuals, crime prevention and safety activities, and HUD-approved model activities.
Assistance flows predominantly as Project Grants (94 percent of awards) with a smaller share of Block Grants (6 percent). The Department of Housing and Urban Development Public and Indian Housing Office is the sole funding agency, obligating $241 million across the portfolio.
Award magnitudes vary substantially. Recent awards to the State of Hawaii's Department of Hawaiian Home Lands (DHHL), the sole eligible grant recipient, show two patterns: standard annual allocations of $22.3 million (FY 2026, 2025, 2024, and 2023) and smaller supplemental grants ranging from $350 thousand to $2 million (FY 2023, 2021, 2020, 2019, 2018). The most recent award, Project Grant 26HBGHI0001, obligated $22.3 million with a completion date of September 30, 2035. Prior awards include Project Grant 25HBGHI0001 ($22.3 million, June 2025) and Project Grant 24HBGHI0001 ($22.3 million, May 2024).
Grant funds are made available on an annual basis subject to congressional appropriations. The source contains no recently posted grant opportunities; applicants should consult Hawaii's designated single point of contact regarding application processes and timing.
