About this program

The Department of Housing and Urban Development Assistant Secretary for Community Planning and Development funds production, preservation, and rehabilitation of rental housing for extremely low-income and very low-income households under the Housing Trust Fund (CFDA 14.275), with the most recent grant award on March 27, 2026.

The program operates as a need-based formula grant exclusively, distributing funds to the 50 states, the District of Columbia, Puerto Rico, the Northern Mariana Islands, Guam, the Virgin Islands, and American Samoa. Grantees must allocate at least 80 percent of annual awards to rental housing; up to 10 percent may support homeownership activities and up to 10 percent for administrative and planning costs. Grantees may also use up to 30 percent of funds to operate rental housing acquired, constructed, or rehabilitated with HTF dollars. Recipients provide assistance through grants, equity investments, or interest-bearing or non-interest-bearing loans to acquire, newly construct, or rehabilitate affordable rental units for households at or below 30 percent of area median income or the federal poverty line, whichever is greater. Once drawn down, funds must be expended within fifteen days; all funds must be committed to projects within 24 months and expended within five years.

Recent activity is strong and consistent. The program has distributed 536 awards totaling $3.44 billion since 2016, averaging 52 awards annually over the past five years (45 awards in 2025; 8 through March 2026 year-to-date). Recent awards range from $688 thousand to $23.4 million, with typical awards in the $3 million to $5 million range. Representative recent awards include $8.5 million to support rental housing acquisition and rehabilitation in one state (February 2026), $23.4 million to another state (September 2025), and $21.5 million to a third state (September 2024).

Funding derives from contributions by Fannie Mae and Freddie Mac rather than annual congressional appropriations, providing program stability independent of annual appropriations cycles. Grantees must submit HTF allocation plans as part of annual action plans with a deadline of August 16, 2026, and maintain records documenting compliance for five years following the required affordability period.

No recent grant opportunities have been posted; this is a formula-allocation program with no competitive solicitation cycle.
