About this program

The Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development administers the National Homeless Data Analysis Project (NHDAP, CFDA 14.261), which provides technical assistance and capacity building to improve Homeless Management Information Systems (HMIS) data collection, analysis, and reporting across Continuums of Care. The most recent grant awards were made on September 30, 2019, more than seven years ago; no grant opportunities have been posted since April 2022.

Program activity has stalled substantially. The portfolio shows 150 total awards since 2006, but award volume has contracted sharply. After peaking at 37 awards in 2019, no awards appear in the portfolio data for 2020 through 2026. The prior five-year trend (2013–2019) averaged approximately nine awards per year, with substantial variability: 5 awards in 2013–2014, a spike to 14 in 2016, and then 37 in 2019. The program has been dormant for at least seven years based on the most recent award date.

NHDAP funds technical assistance, capacity building, and support services to assist HUD in supporting Continuums of Care to achieve high performance in HMIS implementation and reporting. Funded activities include improving data collection and reporting, integrating HMIS data with other federal funding streams, standardizing data entry and reporting specifications, analyzing point-in-time and longitudinal data to produce the Annual Homeless Assessment Report (AHAR), and providing direct technical assistance on HMIS implementation. Recent awards from 2019 and earlier years supported Homeless Management Information Systems initiatives at state and regional levels; larger awards from 2012–2016 provided multi-year technical assistance contracts (such as $2.57 million obligated for the American Samoa regional HMIS TA program, $6.15 million for Massachusetts, and $3.49 million for Virginia).

All 150 awards in the portfolio are Cooperative Agreements. HUD is the sole funder. Combined federal dollars obligated total $101.4 million over the program's lifetime. Individual award magnitudes range widely, from approximately $18,000 to $2.57 million, with most recent 2019 awards clustering in the $100,000–$150,000 range for state-level HMIS initiatives.

Eligible applicants include state, county, city, and special district governments; public and private institutions of higher education; 501(c)(3) nonprofits; for-profit organizations; and small businesses. Recipients may be deployed nationwide to assist HUD-funded organizations. Awards are made for 36-month periods, and recipients must maintain records for five years or the period specified under 24 CFR 576.500(y).

The most recent opportunity (FR-6500-N-85) posted March 24, 2022, with an April 26, 2022 due date, announced up to $9.5 million in funding (later corrected to $12.3 million). That solicitation closed four years ago. No current open opportunities are present in the source material. The program appears inactive for purposes of new grant pursuit.
