About this program

The Department of Housing and Urban Development Assistant Secretary for Community Planning and Development funds economic development projects on contaminated brownfields sites under CFDA 14.246, with the most recent grant award made on September 21, 2015. This program is inactive for new competitive opportunities—no grant solicitations have been posted recently, and no awards have been announced since 2015, over a decade ago.

The program funds units of general local government undertaking economic development initiatives on brownfields properties. BEDI grants are designed to enhance the security of loans guaranteed under the Section 108 program or improve the viability of projects financed with Section 108 funds. Funded activities target restoration of contaminated land and buildings to productive economic use, with projects expected to be completed within a five-year period and principal beneficiaries being low and moderate income persons. Funds are accessed by line of credit in the same ratio as the BEDI grant funds compared to Section 108 loan funds committed by the applicant.

The program distributes funding exclusively through Project Grants (100 percent of the portfolio). HUD has been the sole funding source across 139 awards totaling $111.9 million in combined federal obligations since the program's establishment in 1998. Award cadence has been sporadic: activity peaked in 2007 (21 awards) and 2009 (18 awards), with only 3 awards in 2015 and no subsequent activity. Recent award magnitudes range from under $250 thousand to approximately $1 million, though historical awards reached as high as $30.7 million for a single project in 2006.

Representative recent awards include a 2015 grant of $965,997 (DC14TXI0003) and two additional 2015 awards of $250 thousand and $228 thousand (DC14ARI0002 and DC14ARI0001). Earlier in 2009, awards ranged from $151 thousand to $2 million per project. Given the absence of grant opportunities and award activity for over a decade, this program is effectively closed to new applicants.
