About this program
The Department of Housing and Urban Development Assistant Secretary for Community Planning and Development administers the Renewal Community and Empowerment Zone Programs (CFDA 14.244), with the most recent grant award dated August 28, 2018.
This program is dormant. The portfolio contains 18 awards spanning from 2002 to 2018, with no activity in the past eight years. Award frequency was concentrated in the early 2000s, with seven awards in 2002, six in 2004, and two in 2003; a single award appeared in 2006, followed by a gap until two awards in 2018. No grant opportunities are currently posted or have been posted recently.
The program funds economic and community development initiatives in designated Renewal Communities (40 total, split 28 urban and 12 rural) and Empowerment Zones (30 total, all urban). HUD designates these zones in distressed areas with no more than 200,000 residents each. The underlying program mechanism relies primarily on tax incentives for businesses to hire zone residents, expand facilities, and upgrade equipment. Grant awards under this listing appear to fund community planning, administrative, or supplemental activity in support of zone operations rather than direct business incentives.
All 18 awards in the portfolio are Project Grants, funded entirely by HUD. Combined federal dollars obligated total $6.2 million across the entire award history. Recent awards are modest in magnitude: the two 2018 awards were reversals totaling negative $50 thousand. Earlier awards in the mid-2000s ranged from $58 to $1.28 million, with a $1.91 million award to Minnesota in October 2003 and a $1.28 million award to Texas in October 2004 representing the largest obligations.
No new grant opportunities are actively solicited under this program. Pursuit is not viable at this time.
Objective and description
- Objective
The purpose of this program is to establish Renewal Communities (RCs) and Empowerment Zones (EZs) in certain distressed urban and rural areas, to reduce poverty and to stimulate business growth, job creation, and other aspects of economic and community development primarily through billions of dollars in tax incentives for businesses to hire residents of these communities, expand their facilities, and upgrade their equipment needs. The Department of Housing and Urban Development (HUD) has designated 40 RCs in one competition to date. Twenty-eight of these RCs are in urban areas and twelve are in rural areas. HUD has designated 30 EZs to date in three separate competitions and all of these EZs are in urban areas. No RC or EZ has more than 200,000 residents. More information regarding the objectives of the Renewal Community and Empowerment Zone programs is available at www.hud.gov/cr. The tax incentives are described in IRS Publication 954 and on IRS forms including forms 8844 and 8850. total area of the noncontiguous parcels must not exceed 2,000 acres; (f) Is located entirely within the jurisdiction of the unit or units of general local government making the nomination, and is located in no more than two contiguous States; and (g) Does not include any portion of a central business district, as this term is used in the most recent Census of Retail Trade, unless the poverty rate for each census tract in the district is not less than 35 percent.
