About this program
The Department of Housing and Urban Development's Office of Manufactured Housing and Regulatory Functions administers the Manufactured Housing Program (CFDA 14.171), which has not awarded new grants since December 9, 2015. The program funds state agencies to administer dispute resolution programs addressing defects reported in manufactured homes within one year of installation, and to conduct monitoring and inspections of manufactured home construction and safety standards compliance. HUD also provides direct dispute resolution services in states that have not established their own approved dispute-resolution plans.
This program operates exclusively through Project Grants and has issued 71 awards totaling $68.7 million in federal dollars since its establishment. HUD is the sole funding agency across the entire portfolio. Award volume declined sharply in recent years: the program issued one to three awards annually between 2010 and 2015, with no awards since. The most recent grant award was made in December 2015 for $25,627.69 to support manufactured home monitoring. Prior to the recent drought, substantial activity occurred in 2006 and 2008, when multi-state dispute-resolution awards dominated funding. For example, a November 2006 award obligated $11.6 million for manufactured home state agency dispute resolution, and an October 2008 award obligated $3.4 million for the same purpose. Completion dates on many of these older awards extend through August 31, 2024, suggesting extended performance periods typical of administrative and compliance programs.
No recent grant opportunities are currently posted in the source material. With no awards disbursed in over ten years and no active solicitations identified, this program is effectively inactive from a business development perspective. Organizations interested in state-level dispute resolution infrastructure for manufactured housing or monitoring contracts should confirm current program status directly with HUD's Office of Manufactured Housing and Regulatory Functions before investing pursuit effort.
