About this program
The Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development is funding competitive grants under CFDA 14.023 to remove local barriers to affordable housing production and preservation, with the most recent grant award issued January 24, 2025.
The program funds communities actively addressing housing barriers including outdated zoning, restrictive land use policies, inadequate infrastructure, insufficient development financing, and risks tied to extreme weather or aging housing stock. Eligible applicants are states, local governments, metropolitan planning organizations, and multijurisdictional entities. Funded activities include developing or updating housing and community plans, creating transit-oriented development zones, incentivizing development of vacant lots or conversion of commercial properties, and advancing housing policy strategies that facilitate affordable housing production and preservation. All activities must align with the HUD Community Planning and Development Consolidated Plan and comply with applicable environmental requirements. Recipients must maintain records for four years after activity completion and follow CDBG statutory and regulatory framework requirements including labor standards, equal opportunity, and relocation provisions.
Awards are entirely Project Grants. Over the past two years (2024–2025), HUD obligated $185 million across 39 awards: 21 in 2024 and 18 in 2025. Recent awards range from $1 million to $7 million, with examples including $7 million to Project Grant B24PH210002 (awarded January 23, 2025), $7 million to Project Grant B24PH550002 (January 23, 2025), and $7 million to Project Grant B24PH300001 (January 22, 2025). All awards have ultimate completion dates of September 30, 2029 or 2030; funds awarded under FY23 appropriations cancel September 30, 2031, and FY24 funds cancel September 30, 2032.
An active FY26 solicitation (CPD-2600-DC-0098) is open with a due date of August 3, 2026, seeking competitive awards from state and local governments, cities, counties, MPOs, and multijurisdictional entities. The solicitation targets $50 million in FY26 appropriated funds and prioritizes applicants demonstrating progress in eliminating local barriers to affordable housing through less restrictive zoning, land use, or permitting laws; acute need for housing affordable to households below 100 percent of area median income; and commitment to create new homeownership units before specified deadlines, particularly in Opportunity Zones and rural communities.
