About this program
The Department of Housing and Urban Development's Assistant Secretary for Housing Federal Housing Commissioner funds the Housing Counseling Program Homeownership Initiative (CFDA 14.022) to provide culturally sensitive, linguistically appropriate pre-purchase and post-purchase homeownership counseling to historically underserved borrowers, with most recent grant awards issued on October 1, 2023.
The program funds HUD-approved Intermediaries, Multi-State Organizations, and State Housing Finance Agencies to deliver counseling that results in home purchase and mortgage origination. Pre-purchase counseling covers state and local property law, down payment and closing cost assistance programs, gap financing, and sweat equity. Post-purchase counseling addresses home maintenance, repair, safety, and mortgage relief programs to preserve ownership. All counseling must comply with Housing Counseling Program regulations (24 C.F.R. Part 214). Grants support a 12-month period of performance with quarterly payment releases.
Recent activity shows 23 Project Grants awarded in 2023, all from HUD's Assistant Secretary for Housing Federal Housing Commissioner, totaling $6.8 million in federal dollars obligated. Award sizes range widely, from under $10,000 to approximately $1.2 million.
