About this program
The Department of Defense National Security Agency is awarding grants under the Information Security Grants program (CFDA 12.902) to support the Department of War Cyber Service Academy, a scholarship-for-service initiative recruiting and retaining cybersecurity talent for the federal workforce; the most recent grant awards were disbursed on August 31, 2026.
The program funds merit-based scholarships to undergraduate and graduate students pursuing cybersecurity-related degrees, with recipients committing to a period of civilian service with the Department of War after graduation. The program also funds institutional capacity-building grants to help partner academic institutions enhance their cybersecurity education infrastructure—including faculty development, laboratory improvements, and curriculum development. All academic pathways and career placements align with the Defense Cyber Workforce Framework. Applicants must be regionally or nationally accredited U.S. institutions of higher education designated as National Centers of Academic Excellence in Cybersecurity (NCAE-C).
Recent grant activity remains strong. The program has distributed 942 total awards since 2001, with 66 awards in 2024, 63 in 2025, and 5 awards year-to-date in 2026. Combined federal dollars obligated total $140.9 million. The portfolio is predominantly Project Grants (62 percent of awards) with a substantial share of Block Grants (38 percent); Cooperative Agreements and Formula Grants represent a negligible portion.
Funding concentration spans three federal agencies. The Department of Defense National Security Agency leads by award count with 414 awards obligating $65.8 million in federal dollars. The Office of the Secretary of Defense follows with 134 awards and $41.7 million in federal dollars. The Department of Defense accounts for 394 awards and $33.4 million in federal dollars.
Recent awards range from approximately $43 thousand to $2.4 million. Dakota State University received $464,133 (August 2026) for scholarships; The Citadel received $2.42 million (August 2025) for scholarships and the Cognitive Domain Assessment Lab; and Stevens Institute of Technology received $1.25 million (August 2025) for additional scholarships and capacity-building initiatives. Award periods typically span five years.
A continuous solicitation (HQ003425NFOEASD03) opened January 23, 2025, with no fixed closing date. The most recent cycle update, for Academic Year 2026–2027, invites proposals from designated NCAE-C institutions for merit-based scholarship programs and modest collateral capacity-building support. Eligibility requires institutions to be in good standing with the NCAE-C Program Office and current on all reporting requirements. Recruitment-pathway students must maintain a minimum 3.0 GPA at community colleges, 3.2 for undergraduate programs, or 3.5 for graduate programs; retention-pathway applicants must be current Department of War personnel nominated by their parent organization.

How to apply
- Preapplication coordination
Preapplication coordination is required. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
- Criteria for selecting proposals
The selection criteria for awards under this program vary based on the specific type of funding or participation. Scholar Selection Recruitment Students: Scholars applying through the recruitment pathway are selected directly by participating Department of War (DoW) Agencies and Components. This selection is based on the specific cyber talent needs and mission requirements of each organization. Retention Students: Current DoW civilians and active-duty military members applying through the retention pathway are selected by a formal panel. This panel consists of faculty members from participating academic institutions and government cybersecurity experts who evaluate applicants based on their qualifications and potential to contribute to the DoW's cyber mission. Institutional Project Selection Capacity Building Projects: Proposals submitted by institutions for capacity building projects are evaluated and selected by a panel of government subject matter experts. Selection is based on the project's potential to enhance cybersecurity education and research, thereby strengthening the overall cyber academic ecosystem.
- Award procedure
The DoW CSA Program Office, in conjunction with the Washington Headquarters Services (WHS) Grants and Cooperative Agreements Branch, holds the final approval authority for all awards. The process for awarding assistance begins after scholars and projects have been selected. The DoW CSA Program Office and the WHS Grants Branch review the funding applications submitted by the designated partner institutions. Upon final approval, a grant or cooperative agreement is awarded directly to the institution. These Federal resources are then expended at the institutional level. The university, as the initial recipient, is responsible for distributing the scholarship funds to cover the tuition, fees, and stipends for the selected scholars. For capacity-building initiatives, the institution expends the grant funds on the approved project activities. In this manner, the assistance passes through the initial applicant for further distribution to support individual students and projects.
