About this program

The Department of Defense National Security Agency administers STARTALK (CFDA 12.900), a federal grant program that funds K–16 language education and teacher development programs in critical-need languages supporting national security and defense priorities, with the most recent grant award dated December 20, 2017.

The program has not disbursed awards in nearly nine years. Activity spiked dramatically in 2014 and 2015, with 92 and 97 awards respectively, but has been essentially dormant since then; the portfolio shows only one award in 2017 and no subsequent grants. The program extends back to 1998, with a cumulative portfolio of 194 awards totaling $21 million in federal obligations and $27.5 million in combined federal and non-federal dollars.

STARTALK funds K–16 summer language student programs and teacher professional development in languages including Chinese, Arabic, Russian, Hindi, Urdu, Korean, Persian, Portuguese, Dari, and Swahili. Recent awards funded summer camps and institutes for middle and high school students (University of New Mexico's Arabic program, $179,092; Hunter College's Chinese teacher training, $135,000; Virginia STARTALK Chinese Academy, $225,000); university-based teacher development workshops (Ncolctl STARTALK LCTL Professional Development Program, $179,910; materials development institutes); and multi-language combination proposals serving both student and teacher cohorts.

Awards are predominantly Project Grants, representing 99 percent of the portfolio, with a single Cooperative Agreement (the 2017 "Universally Useful Primitives for Aligning Networks Across Time and Space," $1 million, from the Air Force Materiel Command Research Laboratory). The Department of Defense National Security Agency accounts for 193 awards and $20 million in federal obligations; the Air Force Materiel Command Research Laboratory provided the remaining award and $1 million.

Individual Project Grant awards cluster in the $170,000 to $230,000 range in recent funding years, with outliers as low as $90,000 and $58,716 for bundled sub-grants. No grant opportunities are currently open or have been posted recently. Given the nine-year funding hiatus, pursuit of this program is not presently viable.
