About this program

The Department of the Air Force operates the Air Force Medical Research and Development program (CFDA 12.810) to enhance the health, safety, readiness, and performance of Air Force personnel through applied medical research and advanced development, with the most recent grant award issued September 21, 2017. This program is not currently active for new competitive applications; no grant opportunities have been posted since 2017. The portfolio contains only three total awards disbursed between 2015 and 2017, indicating minimal recent funding activity.

Funded projects have targeted medical device development and commercialization with direct Air Force application: advanced trauma and hemorrhage management products, cardiovascular diagnostic equipment, and vector-borne disease assay panels. All three awards in the portfolio were Cooperative Agreements, reflecting the program's emphasis on joint development work between the Air Force and recipient organizations.

The Department of the Interior Departmental Offices Interior Business Center administered all funding under this CFDA, obligating $13.7 million total across three awards. Recent award magnitudes have ranged from approximately $3.4 million to $7.0 million per cooperative agreement. The largest single award, $7.0 million, funded transition of advanced trauma, hemorrhage, and vascular injury products with a completion target of September 2019. A second award of $3.2 million supported development of assay panels for vector-borne disease detection, concluding August 2022. A third award of $3.4 million funded advanced development and commercialization of a cardiovascular sonospectrographic analyzer through May 2018.

Applicants must be institutions or organizations; individual applications are not accepted. Work efforts are normally expected to conclude within 36 months of award. The program evaluates proposals through merit-based competitive procedures using Broad Agency Announcements or Program Announcements posted on Grants.gov, with ranking based on military relevance and scientific merit. No open solicitation is currently advertised.

Criteria for selecting proposals

Proposals are selected for funding based on the evaluation criteria listed in the Command's Broad Agency Announcement (BAA) or Program Announcements (PAs). The BAA and PAs can be viewed at the Grants.gov website.

Award procedure

Merit-based competitive procedures are utilized in accordance with notices of funding opportunities, such notices are typically called Program Announcements (PAs) or Broad Agency Announcements (BAAs). Proposals are evaluated by in-house committee and extramural review committees against the evaluation criteria listed in the Broad Agency Announcement (BAA) or Program Announcement (PA). The final stage of evaluation is the establishment of an order of merit in which all competing proposals are ranked on the basis of their respective military relevance and scientific merit evaluations. Award amount will be negotiated with those proposals recommended for funding. Awards depend upon the availability of funds and the priority which the Air Force determines to exist at the time of award.

Renewals

Once a grant or cooperative agreement is awarded, any follow-on research proposal is treated as a new request. Follow-on work should allow for the review time noted above.
