About this program
The Department of the Army administers Military Construction, National Guard (CFDA 12.400), a non-discretionary Congressionally directed program that funds construction and repair of National Guard facilities, with the most recent grant award issued January 1, 2028.
This program operates exclusively under Congressional direction. The National Guard Bureau Program Managers work with state and territorial governors to finalize project specifications, then execute Construction Cooperative Agreements. Authorized annually through the National Defense Authorization Act and appropriated through the Military Construction, Veterans Affairs and Related Agencies Appropriations Act, the program funds facility construction and renovation across Army and Air National Guard installations nationwide, including readiness centers, maintenance shops, hangar facilities, aircraft arresting systems, runway repairs, fuel storage, housing, and ancillary infrastructure at domestic National Guard bases and airports.
Award activity has declined sharply in recent years: 57 awards in 2023, 42 in 2024, 27 in 2025, 14 in 2026, and 1 in 2028. Over 984 awards have been issued since the program's inception in 1993, obligating $5.97 billion in combined federal dollars; total obligated dollars including non-federal matching reach $6.79 billion. Awards are structured almost entirely as Cooperative Agreements (982 of 984 awards).
The Department of the Army National Guard dominates funding, accounting for 324 awards and $2.05 billion in federal dollars obligated (approximately 34 percent of total federal dollars). The Department of the Army itself issued 306 awards totaling $768.6 million. The Department of the Air Force Air National Guard contributed 56 awards worth $214.7 million. State-specific Army and Air National Guard components (Vermont, Mississippi, Florida, and others) collectively represent significant funding sources but operate as subsidiary funders within the broader program. Fifty-one distinct funding agencies participate overall.
Recent awards reflect the scope: Georgia Army National Guard received $2.72 million (January 2028) for the Atlanta Readiness Center at Fort Eisenhower; Tennessee Army National Guard received $1.34 million (September 2026) for the Lebanon Readiness Center renovation; New Jersey Army National Guard received $22.19 million (October 2024) for the Newark Readiness Center; Mississippi Army National Guard received $54.36 million (October 2024) for unspecified military construction; and Washington Army National Guard received $59.98 million (October 2024) for Joint Force Headquarters at Camp Murray.
Recipients must maintain project records for 25 years following formal closeout. No outside applications are accepted; only the 50 states, District of Columbia, Puerto Rico, Virgin Islands, and Guam are eligible as recipients. A grant opportunity posted in 2018 (Solicitation N40080-18-2-0003) was unrelated to this program—it solicited stream restoration construction under Department of Defense and is expired. No current grant opportunities under CFDA 12.400 are open to external applicants.
