About this program

The Department of the Army disburses National Guard Morale, Welfare, and Recreation (MWR) Program funding under CFDA 12.030 exclusively to the 50 States, 4 Territories, and the District of Columbia National Guard through Congressionally directed, non-discretionary cooperative agreements, with the most recent award issued October 1, 2025.

This program funds leisure time activities, mental and physical wellness initiatives, morale support, and family wellness services for authorized National Guard personnel. Activities are designed to support combat readiness, promote community pride, and ease the impacts of military life. Recipients must maintain cost and expenditure records for three years following cooperative agreement closeout.

The program operates entirely through Cooperative Agreements (100 percent of the recent portfolio). Only National Guard organizations may apply on behalf of their respective States, Territories, or District of Columbia; no outside applications are accepted. Funding is Congressionally directed, meaning recipients submit annual budgets to Program Managers for negotiation and acceptance rather than competing through open solicitation. Once a budget is finalized, the Grants Officer executes the cooperative agreement. Recipients work with the National Guard Bureau and their State Military Departments to accomplish program objectives.

Recent award activity shows three cooperative agreements disbursed in 2025, with combined federal dollars obligated of $75 thousand. The Minnesota Army National Guard received two awards totaling $75 thousand in federal obligations (fiscal years 2025 and 2026), while the Virginia Army National Guard received one award with $0 federal dollars obligated in fiscal year 2026. Both awards executed on October 1, 2025, with completion dates of September 30, 2026.

No open grant opportunities for outside applicants exist under this program, as funding flows directly to National Guard entities through Congressional direction and internal budget negotiation processes. Eligible organizations interested in program participation should contact their respective State Military Department and the National Guard Bureau.
