Community Noise Mitigation Program
The Department of Defense's Office of Local Defense Community Cooperation is offering $75 million in grant funding through the Community Noise Mitigation Program. The program aims to assist state and local governments, including Indian tribes, in addressing military fixed-wing aviation noise at covered facilities such as hospitals, daycares, schools, senior centers, and private residences located within one mile of a military installation or in areas with a day-night average sound level of 65 decibels or greater. Proposals will be competitively evaluated based on factors like prioritization of high-noise areas, project readiness, noise mitigation strategies, and acoustical testing plans. The application deadline is 5:00 pm PDT on October 22, 2024, and the Office will hold pre-proposal webinars in August and September 2024 to review the funding opportunity. Of the $75 million in available funding, $56.25 million is allocated for active-duty military installations and $18.75 million is for guard or reserve installations, including $5 million for communities with nearby military installations that transitioned to a new aircraft type after January 1, 2019. Grantees must provide a minimum 10% non-federal cost share and have 5 years to complete their projects after receiving an award, which must be obligated by September 30, 2025.
