The U.S. Department of Defense (DoD), through the Readiness and Environmental Protection Integration (REPI) Program (CFDA 12.017), awarded a $4,140,000 cooperative agreement to the State of Hawaii Department of Land and Natural Resources (DLNR) to restore natural ecological processes and enhance flood mitigation and water recharge above and adjacent to the Pacific Missile Range Facility (PMRF) installations on Kauai. The 5-year project, which began on Sep 14, 2023, aims to implement land conservation, ecosystem restoration, and climate resilience measures near the military installation. This REPI cooperative agreement supports the DoD's goals of limiting encroachment, preserving habitats, and promoting military readiness through innovative partnerships with state and local governments.

Joint Base Lewis-McChord Army Compatible Use Buffer Program-Land Protection and Encroachment Mitigation in Washington, in accordance with 10 USC §2684a
The Department of the Army's Mission and Installation Contracting Command-Fort Sam Houston (MICC-FSH) is seeking to partner with eligible non-profit organizations through a cooperative agreement to acquire real property interests, such as easements or fee simple ownership, from willing landowners near Joint Base Lewis-McChord (JBLM) in Washington. The goal is to prevent incompatible development that could adversely impact the installation's military training, testing, and operational missions, as well as secure off-post conservation credits for endangered species found on the base. Eligible applicants must demonstrate the capability to meet cost share requirements, acquire property, monitor and enforce conservation easements, and provide natural resource management services. Applications are due by June 21, 2024 and will be evaluated on factors including cost sharing, operational capacity, and financial stability. Up to three cooperative agreements may be awarded under this $150 million program, with the federal government providing up to 80% of the funding over a period of performance of up to 25 years. The work will primarily take place in the vicinity of JBLM in Washington state, focused on identifying priority parcels and acquiring perpetual real property interests from willing landowners to prevent incompatible development and provide conservation credits for endangered species.

USAG Alaska Army Compatible Use Buffer Program
MICC-FSH announces a potential partnering opportunity for the USAG Alaska Army Compatible Use Buffer (ACUB) program. The successful applicant will, after coordinating with USAG Alaska encroachment planners and natural resource managers, negotiate the purchase of easements or fee simple property (perpetual real property interests) from willing landowners. The purpose of acquiring real property interests near USAG Alaska is to minimize current or anticipated impacts on military operations and/or training mission from incompatible development, incompatible infrastructure, and urban sprawl. The entire project plan encompasses approximately 20,165 acres within six (6) ACUB Priority Areas near USAG Alaska, which includes Forts Wainwright and Greely.
