About this program
The DOD Washington Headquarters Service funds cooperative agreements under CFDA 12.015 to support U.S.-Vietnam bilateral accounting efforts for Vietnamese personnel missing in action, with three awards obligating $2.1 million as recently as late September 2025.
This program operates under a formal cooperative arrangement with Vietnam's Ministry of Defense to collect, digitize, and share archival information documenting Vietnamese missing persons from the 1975 war conclusion. Funded work includes exploitation of the Combined Documentation Exploitation Center's document archive of captured war materials, archival materials held by the National Archives and Records Administration, and structured interviews with researchers, government officials, and families to correlate information across sources including maps, letters, and memorabilia. The program explicitly frames this as supporting U.S.-Vietnam defense cooperation and people-to-people ties, positioning personnel accounting as a war legacy issue anchoring the bilateral relationship.
All four awards in the portfolio are Cooperative Agreements, reflecting the bilateral and joint-activity nature of the work. The DOD Washington Headquarters Service accounts for one award of $4.2 million federal dollars obligated; the Office of the Secretary of Defense accounts for three awards totaling $2 million federal dollars obligated. Combined federal dollars obligated total $6.2 million against a combined total obligation of $15.1 million, indicating recipients are bringing non-federal matching or cost-share contributions of $8.9 million. Program activity has accelerated recently—one award in 2021 and three in 2025—with completion dates spanning through December 2026.
Recent awards support the Vietnam Wartime Accounting Initiative. A cooperative agreement awarded September 26, 2025, obligated $1,081,485; another on the same date obligated $550,000; a third dated September 19, 2025, obligated $500,000. The 2021 award obligated $12,990,282 with an ultimate completion date of July 21, 2026.
