About this program

The Defense Health Agency funds research on Military Health System efficiency, quality, outcomes, and cost through Assistance Listing 12.007, with the most recent grant award issued November 1, 2025, and an application deadline that passed October 17, 2025.

The program is actively disbursing awards. The Defense Health Agency issued 16 federal grants totaling $26.6 million in combined federal dollars obligated between December 2019 and November 2025, with award volume accelerating in recent years: two awards in 2020 and 2022 each, two in 2023, four in 2024, and five in 2025. Funded research examines factors affecting military health care delivery in terms of cost, quality, outcomes, variation, and policy impact, with explicit focus on improving military medical readiness and supporting evidence-based decision-making at the strategic and front-line levels.

Recent awards span telehealth expansion (Readiness Optimization Through Telehealth Care Study, $964,806; Tele-MC Trial on physical therapy access, $1.56 million), clinical outcomes research (specialty care utilization following limb loss among active-duty service members, $699,901), workforce health (Efficient Measures and Effective Solutions for Burnout, $1.33 million), and health systems analysis (models of medical readiness and cost-efficiency analysis, $1.29 million; staffing impact on access and quality in primary care, $878,000). One cooperative agreement funded integrative medicine approaches to non-pharmacological interventions in inflammation and pain ($7.59 million).

The Defense Health Agency dominates funding, accounting for 14 of 16 awards and $22.6 million of the $26.6 million obligated. The Army Materiel Command Research Development and Engineering Command and Department of Defense each funded one award ($2.1 million and $1.8 million respectively). The portfolio is predominantly Project Grants (88 percent, 14 awards) with smaller Cooperative Agreements (13 percent, 2 awards). Individual award values typically range from $400,000 to $1.6 million, with occasional mega-awards exceeding $2 million.

The most recent posted opportunity (HT942526MHSRP) closed October 17, 2025. Earlier opportunities solicited both grants and cooperative agreements under unrestricted applicant eligibility, though the source indicates the most recent competition did not permit for-profit applicants. Competitive selection uses technical merit review evaluated against proposal quality, principal investigator qualifications, facility adequacy, and cost realism. Awards are made to organizations, not individuals.

Description

The MHS is one of America's largest and most complex health care system that provides universal access to 9.5 million beneficiaries which include Service members (Active and Guard/Reserve), retirees, their families, survivors, and certain former spouses (https://www.tricare.mil/Plans/Eligibility). The MHS currently operates 475 hospitals and clinics, and 248 dental clinics located on military installations around the world. These facilities are subject to the same requirements for accreditation as other U.S. hospitals with demands to improve quality, safety, costs, and outcomes, with the additional requirement to improve military medical readiness for 1.3 million Active Duty Service members. The National Defense Authorization Act (NDAA) for Fiscal Year 2017, Section 702, requires the consolidation of all Military Treatment Facilities (MTFs) under the DHA.
