About this program
The Office of the Secretary of Defense funds K-12 and postsecondary STEM education, workforce development, teacher professional development, and civics education through partnerships with schools, universities, nonprofits, and industry under CFDA 12.006, with the most recent grant award made October 18, 2024. The program has awarded 52 grants totaling $224.1 million in federal obligations since September 2020, with a variable cadence: 12 awards in 2020, 16 in 2021, 6 in 2022, 12 in 2023, and 6 in 2024. Grant awards are typically three-year duration; awardees may compete for renewal or extension after the initial period.
Funded activities emphasize serving military-connected students through student-centered STEM programs in formal and informal settings, work-based learning, parent outreach, teacher professional development, and civics education. Recent awards illustrate the scope: a multi-institutional cooperative agreement to support underrepresented Hispanic students in STEM ($28.2 million obligated through October 2030), a consortium model for 2-year-to-4-year engineering transfer pathways, semiconductor manufacturing education outreach, advanced aerospace and cybersecurity scholarships for rural engineering students, and civic educator professional development. Several recent awards also targeted manufacturing certification, quantum pedagogy, biotechnology outreach, and defense-aligned data science and AI workforce preparation.
The portfolio is predominantly Project Grants (56% of awards), with substantial shares of Block Grants (31%) and Cooperative Agreements (13%). The Office of the Secretary of Defense dominates funding, issuing 50 of 52 awards ($219.5 million federal); DOD Washington Headquarters Service issued 2 awards ($4.6 million). Recipients are required to maintain financial records for three years from final expenditure report submission; profit is not allowed.
An open Notice of Funding Opportunity (HQ003423NFOEASD01, due February 8, 2028) solicits innovative STEM education, outreach, and workforce applications across multiple focus areas including two-year institution support, manufacturing engineering education, DoD critical technology alignment, civics education, STEM scholarships, and strategic partnerships. Eligible applicants are industry, nonprofits, institutions of higher education, state and local educational agencies, and consortia thereof; foreign entities are excluded. The NOFO operates on a two-step process with mandatory white paper submission followed by invitation-only full application. A cooperative agreement opportunity (W911NF24S0003, posted January 11, 2024 with due date March 11, 2024) sought a multi-organization Defense STEM Education Consortium to provide a continuum of STEM learning experiences for students and educators.
