About this program
NOAA's National Marine Fisheries Service is funding salmon restoration and Pacific Salmon Treaty administration through the Pacific Salmon Treaty Program (CFDA 11.438), with the most recent grant award issued on July 1, 2026, and an open solicitation deadline of March 4, 2025.
The program funds tribal and state efforts to restore salmon populations, fulfill treaty obligations with Canada, and support the Pacific Salmon Commission's work managing international salmon fisheries. Funded activities span hatchery operations and chinook salmon production; habitat protection and restoration in watersheds across Washington, Oregon, California, Idaho, and Alaska; fishery data collection and monitoring including coded-wire tag sampling; reintroduction and feasibility studies for blocked river sections; and tribal subsistence and commercial fishery management. Recent awards include $87.78 million to Washington for statewide salmon recovery addressing threats to inland, coastal, and marine populations; $50.54 million to Oregon for habitat restoration and fishery data modernization; $42.69 million to California for conservation of endangered coho and steelhead; and $26.6 million to Idaho for ecosystem health investments.
The portfolio consists of 683 grants totaling $2.75 billion in federal obligations since 2001, with combined total obligations (including recipient match) of $3.36 billion. NOAA is the sole funding source. Awards are predominantly Project Grants (83 percent), with smaller shares of Cooperative Agreements (13 percent) and Formula Grants (4 percent). Recent award cadence remains steady at 40 to 46 awards annually over the past five years; in 2026 through July only 3 awards were issued to date. Individual grants range from $17,390 for specific Pacific Salmon Treaty data tasks to $87.78 million for comprehensive state programs, with typical mid-range awards between $700,000 and $2.5 million.
The open opportunity NOAA-NMFS-WCRO-2025-29229 closes March 4, 2025, and solicits projects from states (Washington, Oregon, Idaho, Nevada, California, Alaska) and federally recognized tribes of the Columbia River and Pacific Coast. Eligible projects address conservation of threatened or endangered salmon and steelhead populations, maintenance of stocks for treaty fishing rights or native subsistence fishing, or protection and restoration of salmon and steelhead habitat. Applications are evaluated by NOAA's National Marine Fisheries Service Regional Offices; under Section 404 of Public Law 102-567, states and interstate fishery commissions may receive sole-source awards. Multi-year awards of up to five years are authorized, with funding contingent on availability in subsequent fiscal years and recipient performance against project objectives.
