About this program
The National Oceanic and Atmospheric Administration (NOAA) awards Cooperative Agreements under 11.432 to establish long-term partnerships with academic and nonprofit research institutions that conduct environmental science research aligned with NOAA's mission goals, with the most recent grant award on October 1, 2026.
The program funds environmental science research spanning marine ecosystems, weather forecasting, satellite meteorology, ocean observation, fisheries management, climate modeling, and aquaculture. Funded work includes ocean acidification monitoring in coral reef ecosystems; uncrewed aircraft systems development for river mapping and salmon recovery; severe weather research on lightning and storm dynamics; sustainable aquaculture development across U.S. regions; Atlantic red snapper population estimation using genetic and acoustic methods; satellite product development for weather analysis; and earth system modeling for climate prediction. Awards support both fundamental research and applied research-to-operations transitions. Initial awards span five years with renewal eligibility for an additional five years based on scientific and administrative review, typically conducted in the fourth year. Applicants face 180-calendar-day review timelines, though reviews may extend beyond that. NOAA conducts financial risk assessments under 2 C.F.R. 200.206 and maintains technical review procedures with single federal reviewer assignments per proposal.
This program is exclusively funded by NOAA—all 118 awards totaling $9.38 billion in federal obligations across the portfolio have been disbursed by the Department of Commerce National Oceanic and Atmospheric Administration. The assistance type is 100 percent Cooperative Agreements. Non-federal cost-share contributions from recipients bring the combined total obligated to $28.77 billion, indicating substantial institutional matching. Award cadence has been steady: 2022 (3 awards), 2023 (2 awards), 2024 (3 awards), 2025 (4 awards), 2026 (4 awards). The program's history extends to at least 2000. Recent award magnitudes range widely: a University of Colorado earth system research and data science institute received $1.61 billion over five years; Cooperative Institute for Marine and Atmospheric Studies at University of Miami received $310 million for the 2025–2030 period; Cooperative Institute for Severe and High-Impact Weather Research and Operations received $220 million; and smaller project awards fall below $1 million (e.g., $178 thousand for ocean acidification monitoring in American Samoa).
Three recent grant opportunities remain open. The Cooperative Institute in the Northern Gulf of America (CINGA) solicitation (NOAA-OAR-CIAO-2026-32786) had a due date of May 18, 2026, with a later posting on April 2, 2026 extending the deadline; applications from consortia of academic institutions are invited to establish a five-year cooperative institute focused on northern Gulf of America research priorities. The Cooperative Institute Fostering Aquaculture Research and Marketing (CIFARM) solicitation (NOAA-OAR-CIPO-2025-31269) closed on September 5, 2025 and sought a lead institution and consortium to advance sustainable aquaculture across diverse U.S. regions with a $9 million annual commitment for the initial year. Both solicitations require non-federal institutions offering accredited graduate-degree programs in NOAA-related sciences.
Objective and description
- Objective
To increase the effectiveness of research and develop innovative approaches to education in the environmental sciences by facilitating cooperation between government, university, and nonprofit research institutions.
- Description
Cooperative Institutes are academic and non-profit research institutions that demonstrate the highest level of performance and conduct research that supports NOAA's Mission Goals and Strategic Plan.
Eligibility
- Applicant eligibility
Allows NOAA to partner with designated Joint and Cooperative Institutes as designated by the Secretary of Commerce for research, education, training, and outreach activities.
- Beneficiary eligibility
Organizations with interests in support of the NOAA mission to understand and predict changes in the Earth's environment and conserve and manage the Earth's systems to meet the nations' economic, social, and environmental needs.
- Uses of assistance
Program authorizes funds to be used for research and development, education and training, advisory services and operational systems as they relate to specific NOAA programs. Specific restrictions, other than those mandated for Cooperative Agreements, are evaluated on an individual program basis. Most Cooperative Institutes (CIs) operate via a financial assistance award and include substantial involvement by Federal partners. In addition, 118 Stat. 71 (2004) authorizes the Secretary to designate (delegated to the Under Secretary of Commerce for Oceans and Atmospheres) CIs to use the personnel, services, or facilities of such organizations for research, education, training, and outreach to further NOAA's mission under a cooperative agreement.
- Length and time phasing of assistance
Generally, five years with funding approved on individual and group proposal basis throughout the five years in accordance with Department of Commerce approval.
How to apply
- Preapplication coordination
Criteria for proposals is located in the NOFO
- Criteria for selecting proposals
An initial administrative review/screening is conducted to determine compliance with requirements/completeness. One Federal technical reviewer will be assigned to each proposal to complete one technical review, to justify the final award recommendation to the Grants Officer who is authorized to obligate the funds.
- Award procedure
The NOAA Grants Officer will review financial and grants administration aspects of a proposed award, including conducting an assessment of the risk posed by the applicant in accordance with 2 C.F.R. 200.206. In addition to reviewing repositories of government-wide eligibility, qualifications or financial integrity information, the risk assessment conducted by NOAA may consider items such as the financial stability of an applicant, quality of the applicant's management systems, an applicant's history of performance, previous audit reports and audit findings concerning the applicant and the applicant's ability to effectively implement statutory, regulatory, or other requirements imposed on non-Federal entities.
- Time to approval or disapproval
A date range will change depending on the review process. Usually within 180 calendar days from the receipt of a complete and acceptable application but may exceed that timeline.
- Renewals
Initial awards are for five years; renewals may be made for a period of up to five additional years, based upon the availability of funds and the favorable results of an extensive scientific and administrative review, typically occurring in the fourth year of the first five year award.
- Appeals
No formal appeal procedure. If application is unacceptable the reasons are fully stated to the applicant. If the applicant desires to resubmit application, project must be revised in accordance with recommended changes.
