About this program

The National Institute of Standards and Technology (NIST) awards Cooperative Agreements under CFDA 11.048 to build multistakeholder workforce partnerships focused on developing skilled cybersecurity workforces to meet industry needs, with the most recent opportunity posted April 13, 2026 and due May 28, 2026.

The program funds community-based partnerships that organize employers, economic development organizations, schools, institutions of higher education, and other community organizations to establish cybersecurity career pathways addressing local workforce needs. Recent solicitation language emphasizes organizing multiple employers with skill shortages in specific occupations to develop workforce capacity within local or regional economies. Eligible applicants include public and private institutions of higher education, public and private hospitals, quasi-public and private non-profit organizations such as community action agencies, research institutes, educational associations, and health centers; commercial organizations and foreign or international organizations may participate at the Department of Commerce's discretion. Government-owned contractor-operated facilities and federally funded research and development centers are excluded.

The program operates as Cooperative Agreements, which involve substantial federal involvement and collaboration with recipients on award activities. Renewals are competed while continuations of multi-year agreements are not subject to further competition. Future funding remains discretionary based on satisfactory performance and fund availability.

The source provides no grant award portfolio data, recent award examples, or award cadence. The 2026-NIST-RAMPS-01 solicitation (due May 28, 2026) represents the only current open opportunity in the materials provided. Selection criteria vary with each competition and are detailed in individual Notices of Funding Opportunities posted on Grants.gov. Recipients must comply with 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) and retain all financial and programmatic records accordingly. NIST, the Department of Commerce Office of Inspector General, or another authorized federal agency may conduct audits of awards at any time.
