About this program
The Department of Commerce National Telecommunications and Information Administration (NTIA) awarded 63 Project Grants totaling $41.86 billion in federal dollars obligated under CFDA 11.035 (Broadband Equity, Access, and Deployment Program) between September 2022 and June 2023, with no recent grant opportunities currently open.
The BEAD program funds broadband planning, pre-deployment activities, and infrastructure deployment serving unserved and underserved locations across all 50 states, the District of Columbia, and U.S. territories. Eligible applicants are state governments, territorial governments, the District of Columbia, Puerto Rico, American Samoa, Guam, the Northern Mariana Islands, and the U.S. Virgin Islands. The portfolio is entirely Project Grants. NTIA is the sole funding agency across all 63 awards.
Recent awards show the program funds two distinct activity classes. Early planning grants support five-year action plan development, broadband mapping, data collection identifying unserved and underserved locations, staffing and capacity building for state broadband offices, research on adoption barriers, asset mapping, and technical assistance to potential subgrantees. Larger infrastructure deployment grants fund last-mile broadband to unserved and underserved residential and commercial locations, with preference for gigabit service to community anchor institutions such as libraries, plus digital equity and adoption activities where unserved and underserved locations are fully served. Representative planning awards include Vermont ($10 million, December 2022) and the U.S. Virgin Islands ($27.1 million, June 2023). Representative deployment awards include California ($1.869 billion, December 2022), Texas ($3.318 billion, December 2022), North Carolina ($1.538 billion, November 2022), and Michigan ($1.564 billion, December 2022).
Award activity front-loaded heavily in late 2022 (62 awards) with one remaining award in June 2023. No recent grant opportunities are posted; the most recent NOFO (NTIA-BEAD-2022) closed July 18, 2022. The program is now in implementation and compliance phase across awarded states and territories through June 2032 completion dates. Entities already administering BEAD grants should focus on execution and reporting rather than new applications.
