About this program
PROGRAM TERMINATED — Do not pursue.
The Department of Commerce National Telecommunications and Information Administration (NTIA) terminated the State Digital Equity Planning and Capacity Grant Program (CFDA 11.032) in May 2025 due to lack of alignment with Administration priorities. This program, which funded state-level digital equity and broadband adoption initiatives, is no longer active and will not accept new applications.
Prior to termination, the program had operated actively from 2022 through early 2025. The portfolio shows 116 total Project Grants awarded over that period, with $373.6 million in federal dollars obligated. Award volume fluctuated significantly: 57 grants in 2022, declining to 4 in 2023, then recovering to 20 in 2024 and 35 in 2025 before the program's closure. The most recent awards were issued in February 2025 to states including Maryland, Illinois, and Arizona; those awards carried completion dates ranging from May 2025 through December 2029, but the program termination supersedes the original award timelines.
The program funded concrete digital inclusion activities at the state level: digital literacy training for covered populations (low-income households, older adults, veterans, incarcerated individuals, rural residents, English language learners, people with disabilities, and racial or ethnic minorities); device distribution and refurbishment ecosystems; digital navigator programs; telehealth expansion; cybersecurity and online safety education; and technical support infrastructure. Representative recent awards included Pennsylvania ($25.5 million), New York ($37 million), Virginia ($18.3 million), and Washington ($15.9 million) for multi-year capacity implementation. Smaller awards and planning grants also supported territories including Guam, American Samoa, and the U.S. Virgin Islands.
No current grant opportunities under this Assistance Listing are open. The most recent solicitation (NTIA-SDECGP-2024) posted March 29, 2024, but is no longer active due to the program's termination. Business development professionals should redirect digital equity and broadband adoption funding efforts to other federal programs, such as the Broadband Equity, Access, and Deployment Program (BEAD) or the Competitive Digital Equity Grant Program, both also administered by NTIA under separate Assistance Listings.
