About this program

The National Institute of Standards and Technology (NIST) under the Department of Commerce operates the Education Quality Award Ambassadorship program (CFDA 11.013) to support Malcolm Baldrige National Quality Award (MBNQA) winners in conducting outreach and sharing performance excellence best practices with other U.S. organizations, with the most recent grant award dated August 1, 2020.

Program activity has slowed significantly. NIST disbursed 35 total awards between 2009 and 2020, with the pace declining from 6 awards in 2018 to 1 award in 2020. No new grant opportunities have been posted in the recent record; the last award closed more than six years ago. Future funding remains discretionary based on NIST budget availability and satisfactory recipient performance.

The program's actual funding scope diverges sharply from its stated ambassadorship mission. While the government description emphasizes MBNQA winners conducting outreach—with historical recipients including Montgomery County Public Schools, Jenks Public Schools, Richland College, and the Pewaukee School District—the recent grant awards block shows NIST has funded unrelated scientific and technical research in areas such as millimeter-wave communications, industrial control system security, MEMS devices, and physics research. The most recent awards include a $199,802 project grant for stochastic characterization in millimeter-wave communication systems (2020) and prior awards for collaborative robotics metrics, greenhouse gas flux measurement in Maryland, and quantum mechanics research.

Assistance is split evenly between Cooperative Agreements (18 awards, 51 percent) and Project Grants (17 awards, 49 percent). Combined federal dollars obligated total $4.7 million across all 35 awards. Typical awards range from $5,000 to $200,000, with one outlier—a $1.43 million cooperative agreement for greenhouse gas flux monitoring in Maryland (2014). NIST is the sole funding agency for the program.

Award terms typically span five years. Recipients must retain all financial and programmatic records in accordance with 2 CFR 200.333. Given the absence of recent opportunities and the program's dormancy since 2020, pursuit is not recommended at this time.

Objective and description

Objective

Support Malcolm Baldrige National Quality Award Program (MBNQA) winners in conducting outreach, serving as role models, and encouraging other organizations to strive for performance excellence.

Description

Support Malcolm Baldrige National Quality Award Program (MBNQA) winners in conducting outreach, serving as role models, and encouraging other organizations to strive for performance excellence.

Eligibility

Applicant eligibility

Applicants must have recently received the Malcolm Baldrige National Quality Award.

Beneficiary eligibility

Public from 18 sponsored organizations.

Uses of assistance

Grant money will be used for non-commercial Baldrige award recipients to share information on their successful performance and quality strategies with other U.S. organizations. Principal mechanisms to share information are presentations at the Quest for Excellence Conference, regional conferences, and hosting and speaking at different conferences, workshops/meetings.

Use restrictions

Applicants must have recently received the Malcolm Baldrige National Quality Award.

Length and time phasing of assistance

Usually five years in length.

How to apply

Criteria for selecting proposals

Recipients have shared best practices on successful performance strategies with other US Corporations and organizations. Through these presentations, non-proprietary information is shared with others who want to learn and pursue performance excellence best practices. Examples funded projects include: Montgomery County Public Schools, Jenk's Public Schools, Richland College, Iredell-Statesville Schools, and the Pewaukee School District.

Award procedure

Award process based upon published selection criteria.

Renewals

Future or continued funding will be at the discretion of NIST, based on such factors as availability of funds and satisfactory performance.
