About this program
The Department of Commerce Economic Development Administration administers the Community Trade Adjustment Assistance program (CFDA 11.010) to support communities impacted by trade through economic adjustment strategies, with the most recent grant awards dating to September 2010. This program is not currently active—no grant awards have been disbursed in the past 16 years, and no recent grant opportunities are posted.
The program funds infrastructure improvements, business incubation and development centers, economic development planning and strategy implementation, and regional economic adjustment initiatives in trade-affected communities. Recent awards have supported road and bridge construction, water and sewer system upgrades, broadband deployment, industrial parks, aviation facilities, wood development centers, and business incubator establishments alongside strategic planning and implementation activities. All funding has been distributed as Project Grants exclusively.
The Department of Commerce Economic Development Administration was the sole funding agency, obligating $36.8 million in federal dollars across 36 awards in 2010. Combined total obligated (federal plus non-federal cost-share) reached $65.3 million, indicating recipients provided approximately $28.5 million in matching funds. Award magnitudes ranged widely, from approximately $71 thousand for planning activities to $19 million for a road and overpass project in Wisconsin. Typical infrastructure awards fell in the $1.3 million to $7.5 million range, while planning and strategy grants clustered between $100 thousand and $700 thousand.
Representative 2010 awards included $19.02 million for a road and overpass project, $7.57 million for a Wisconsin innovation center, $3.5 million for infrastructure improvements, and $977 thousand for implementation activities. All grants obligated in 2010 carried completion dates of March 2012.
Do not pursue funding under this program in its current dormant state. Verify with EDA whether Community TAA has been reconstituted, consolidated into another program, or formally discontinued before allocating business development resources.
