About this program

The Department of Agriculture Rural Business Cooperative Services administers the Bioenergy Program for Advanced Biofuels (Assistance Listing 10.867), which provides payments to producers of advanced biofuels from renewable biomass other than corn kernel starch, with the most recent grant award on March 23, 2026.

The program has maintained steady activity over the past five years, disbursing approximately 97 to 106 awards annually from 2022 through 2024 and 2026, totaling 2,583 awards worth $396.4 million in federal obligations across the portfolio's history. Recent award volumes show a spike in January 2026 with numerous grants issued, followed by scattered awards in February and March. Individual award magnitudes vary substantially, ranging from under $400 to approximately $541 thousand, with January 2026 grants including Project Grant PAYR25PP0002967 for $541,433 and PAYR25PP0003007 for $498,829. The program operates exclusively through Project Grants, with no Cooperative Agreements or other assistance types present in the award distribution.

Eligible applicants are individuals, corporations, partnerships, nonprofits, and similar entities that produce and sell advanced biofuels derived from renewable biomass. Applicants do not qualify if they only blend or combine advanced biofuels into finished products; they must be the producer of the biofuel itself. The biofuel must be a solid, liquid, or gaseous final product.

Program participants follow a defined cycle: submit an application during the annual window of October 1 through October 31, sign a contract with the Agency, submit quarterly payment requests with production documentation, convert production to BTU values, and receive funding based on documented production. Documentation is required prior to payment; no records submission is necessary after payment is made. Applicants may appeal Agency decisions through 7 CFR Part 11.
